BEIJING, Dec. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for strengthening efforts in ecological and environmental protection as the country strives for economic restructuring and improving people's livelihoods.Li made the remarks Monday at a meeting on the application of research results on China's environment. According to Minister of Environmental Protection Zhou Shengxian, during another meeting on Tuesday, the sulfur dioxide index is expected to drop 14 percent in 2010 compared with the 2005 level.Also, the index of Chemical Oxygen Demand (COD), a measure of water pollution, is expected to decrease 12 percent.China's 11th five-year program set out to reduce COD and sulfur dioxide levels by 10 percent over this period.However, Li stressed that China faced more pressure in environmental protection than any country in the world, since it was a developing nation striving for modernization and with a huge population of 1.3 billion.China should innovate its development mode and endeavor to make the two, development and environmental protection, promote each other, he noted.Li said the country should set up a people-oriented conception in environmental protection efforts, and carry out major projects regarding sewage disposal, waste processing and water environment in urban areas.Efforts would also be devoted to prevent and treat rural area's pollution problems and ensure the safety of drinking water and food, Li said.Li called for improving related laws and regulations and fully completing the government's responsibility in the environmental protection sector.

ZHENGZHOU, Dec. 13 (Xinhua) -- Seven company executives were suspended from duty or removed Monday after 26 miners were killed in a gas explosion in an illegally operated coal mine on Dec. 7 in central China's Henan Province, according to the group's spokesman.Forty-six miners were working underground when the blast occurred at the Juyuan Coal Mine, owned by Juyuan Coal Industry Co., Ltd. in Mianchi County, Sanmenxia City. The company is being merged into Yi Ma Coal Industry Group.Deputy general manager, Li Jianxin, of Yi Ma Coal Industry Group, the mine's prospective parent company, was suspended from duty pending investigation. Li was in charge of the group's merger and regrouping, said the group's spokesman.Manager Yao Nianshou and four deputy managers who were sent by the group to Juyuan Coal Industry Co., Ltd. were also removed, he said.The spokesman said the decisions to discipline the executives have been approved by the State-owned Assets Supervision and Administration Commission of Henan Province. The final punishment for those responsible for the incident will be decided based on the findings of the on-going investigation.Managers of the Juyuan Coal Mine did not obtain a license to excavate coal from the site in Mianchi County, where the explosion occurred. Mine managers also ignored an order to halt production, as the mine's operations are being reorganized as part of the merger.The mine had been known as the Suzhuang Coal Mine and was later re-launched as Juyuan when it was merged into the large state-owned conglomerate Yi Ma Coal Industry Group.Police said they arrested the owner of the mine, Suo Yonggang, who allegedly hid the bodies of the victims to lessen the casualty count. Suo fled the mine following the blast.Mine managers first reported that only 20 miners were trapped when the blast occurred. Provincial work safety authorities updated the figure to 33 and then to 46 as investigators found more bodies in the mine. Only 20 miners survived.

BEIJING, Nov. 26 (Xinhuanet) -- The Shanghai municipal government is making moves to enhance its mergers and acquisitions (M&As) market, a move in tune with the cosmopolitan city's ambition to make itself a global financial hub by 2020.The city will initially actively propel the construction of its financial market and M&A-related auxiliary services, especially the agents who facilitate deals, to aid these activities, said Shanghai Vice-Mayor Tu Guangshao on Thursday.He said the local government is also considering setting up a China Mergers and Acquisitions Association in Shanghai.Meanwhile, plans to open an M&A museum are also in the pipeline to help create an M&A culture in the city."We've made concrete efforts to encourage benign conditions to allow these plans to materialize," Tu said.The M&A market, in turn, will help catalyze improvements in the city's financial market functions, structures, and systems, as well as boosting badly needed adjustments to its economic structure. BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.
