Reversing an earlier decision, the University of Notre Dame will continue providing students and employees with access to birth control free of charge.The Catholic institution was one of the first major employers to take advantage of the Trump administration's weakening of Obamacare's contraceptive mandate.Notre Dame, which had long battled the Obama administration over the provision, said in late October that it would end coverage for employees after Dec. 31 and for students after Aug. 14. The university said it objects to the mandate based on its religious beliefs.Students and employees quickly protested the decision, holding a demonstration and creating an online petition.Under Obamacare, insurance plans had to cover contraception for women without charging a co-pay. A fairly limited number of employers -- mainly churches and some other religious entities -- could get an exemption to the mandate.Some other employers, such as religious-based universities or hospitals, could seek accommodations so that they didn't have to provide coverage, but their workers could still obtain contraceptives paid for by the insurer or the employer's plan administrator. Notre Dame's students and workers received coverage this way.The Trump administration, however, issued new rules last month that would let a broad range of employers stop offering contraceptive coverage through their health insurance plans if they have a "sincerely held religious or moral objection."In his annual faculty address Tuesday, Notre Dame's president, the Rev. John Jenkins, said the university had decided to keep the accommodation for employees in place."As I have said from the start, the university's interest has never been in preventing access to those who make conscientious decisions to use contraceptives," he said. "Our interest, rather, has been to avoid being compelled by the federal government to be the agent in their provision."A university spokesman confirmed that students would continue to have access to no-cost birth control, as well.Notre Dame's initial response was based on its belief that it could no longer utilize the accommodation because the new rule would prompt insurers to discontinue providing no-cost contraceptives. It then learned that carriers would maintain the coverage anyway."We have made the decision not to interfere with the provision of contraceptives administered by insurance administrators and funded independently," said Paul Browne, Notre Dame's vice president for public affairs.Graduate students cheered the reversal."We are grateful and relieved that we were able to help push the administration to respect the Notre Dame community members' right to reproductive healthcare," said the Graduate Workers Collective, an independent group of graduate students. 2815

SACRAMENTO, Calif. (AP) — Chemicals used for carpets and anti-stain products have been found in water sources for 7.5 million people in California, detailing the extent of the problem as state regulators work to develop safety levels for the contaminants that have been linked to cancer.A report released Wednesday by the Environmental Working Group found variants of the chemicals known as PFAS in 74 community water systems between 2013 and 2019, according to data from state and federal regulators. More than 40 percent of the systems had at least one sample that exceeded the health advisory level set by the U.S. Environmental Protection Agency.Communities served by systems with the highest detections of PFAS include Corona, Camp Pendleton, Oroville, Rosemont and areas of Sacramento.PFAS chemicals are used to make products water and stain resistant, including carpets, clothing, furniture and cookware. Two of the most well-known chemicals, PFOS and PFOA, have been phased out in the United States. But they don't break down easily and linger in the environment, earning the nickname "forever chemicals."RELATED: EPA: California homelessness causing poor water qualityStudies have linked PFOS and PFOA to a variety of health problems, including cancer, immune system issues and liver and thyroid problems. But there are thousands of variants of PFAS chemicals."One of the biggest takeaways here is we're not just detecting just PFOA and PFOS in these systems, but it's a mixture of different PFAS chemicals," said Tasha Stoiber, a senior scientist at the Environmental Working Group.California does not set maximum contaminant levels for PFAS chemicals or require water agencies to test for them. It does encourage water systems to test for them and offers guidelines on when they should notify the public. Gavin Newsom signed a law allowing state water regulators to order more systems to monitor for PFAS chemicals and to notify the public. The law takes effect Jan. 1.Meanwhile, the State Water Resources Control Board is developing maximum contaminant levels for PFOS and PFOA. But those are just two of the thousands of variants of PFAS chemicals. Andria Ventura, toxic program manager at the advocacy group Clean Water Action, said setting standards for only two of the chemicals "sends the wrong message to the public."Ventura said she knows it is difficult to regulate for a class of chemicals this large, but "we need to start investigating how to do that, or how to at least get bigger chunks of these chemicals regulated."RELATED: San Diego Surfriders send 2,200 letters calling for Tijuana River clean-upWater systems have responded to the PFAS problem by taking wells offline, blending the contaminated water with cleaner sources and installing treatment systems.One of the highest concentrations of PFAS chemicals was found earlier this year in a well run by the California Water Service Company in Oroville. For every trillion parts of water, the sample contained 451 parts of six PFAS chemicals. That's more than six times higher than the EPA guidelines.Spokeswoman Yvonne Kingman said the company does not use the well to supply drinking water to its customers, but the company keeps the well online in case it needs the well for firefighters or as a backup should the main plant go offline. Kingman said the company tests for 14 types of PFAS chemicals.RELATED: EPA set to end California's ability to regulate fuel economy"The protection of our customers' health and safety is our absolute highest priority, so we've been monitoring this for quite a while," Kingman said.PFAS chemicals have been a problem near military bases because it is an ingredient in a foam the military uses to fight liquid fuel fires. A 2017 sample at a well in Camp Pendleton, the Marine Corps base in San Diego, contained seven PFAS chemicals for a combined 820 parts per trillion, or 11 times higher than the EPA guidelines.Camp Pendleton officials stopped using that well after the test, spokesman Capt. David Mancilla said. The base only uses the foam for emergencies, he said."The drinking water at MCB Camp Pendleton is safe to drink and meets or exceeds all regulated standards," he said. 4402

  

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom is expected to quarantine for 10 days after one of his staffers tested positive for COVID-19. A spokesperson for the governor's office stated the staffer tested positive Sunday afternoon. Newsom was tested after those results and his test came back negative. The statement says the governor's 10-day quarantine is out of “an abundance of caution.” Another person in the governor's office tested positive in October, and the governor tested negative back then. Last month, members of Newsom's family were exposed to someone who tested positive for the virus. Newsom, his wife and four children tested negative at that time. 685

  

SACRAMENTO (KGTV) - Wildfires are more dangerous and costly than ever, according to California Governor Gavin Newsom's strike force team's report released Friday."We are in a very precarious state," he said at a press conference. He highlighted 5 main points in the report, the first pertained to preventing and fighting catastrophic wildfires, "213.6M of that was specific for fuels reduction." Millions in the budget dedicated to clearing brush and other potential fire hazards on private and public land, build the workforce to do it and invest in technology to monitor fire risk."There's the world without climate change, here's the world we're living in," Newsom said referring to a chart showing skyrocketing wildfire damage in terms of acres burned, in recent years. He said he wants to break the cycle, creating more clean energy to reverse the effect of climate change, focused on electric cars and utility companies."The soaring costs of wildfires, the good old days and now the new normal," Newsom said referring to another chart showing the jump in costs related to wildfire damage. The governor's plan outlined options to pay for wildfire damage, including helping utility companies if they're at fault, and spreading costs among everyone, including tax payers."The state has suffered from their neglect," Newsom said taking aim at utility companies. He wants the California Public Utilities Commission strengthened, to hold utility companies accountable while passing wildfire damage costs to customers.
