PHOENIX (AP) — A federal court in Maryland has ruled that the Deferred Action for Childhood Arrivals program must be restored fully, meaning it must open up to new applicants for the first time in three years.The program helps immigrants who were brought to the U.S. as children to legally work and protects them from deportation. PHOENIX, AZ — An Arizona family is searching for a U.S. Marine who left for Camp Pendleton on Monday but never arrived at the base.Lance Cpl. Job Wallace, 20, was last seen leaving a friend's house in Surprise, Arizona, between 8:30 and 9 p.m. Monday, his mother, Stacy Wallace, said. He loves the Marines, was recently promoted and was excited to get back to Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip. "He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said. Wallace said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso. A Surprise police spokesman says officers took a report and have turned the matter over to the Naval Criminal Investigative Service. "NCIS and our partners are working diligently to locate Lance Cpl. (KGTV) — One of the women killed last weekend in a double homicide at an Otay Mesa home has been identified as an educator of foster parents for more than two decades.Deb Stolz, 65, worked for Grossmont-Cuyamaca Community College District training foster parents for more than 20 years with the district's Foster, Adoptive & Kinship Care Education Program, according to the college district.She was one of the two women killed outside of an Otay Mesa home on Sunday. Her daughter, 37-year-old Elizabeth Stolz, was also shot and killed."Most likely, you wouldn’t have seen Deb on the Grossmont College campus because she spent her time training resource parents in the community. Deb played an integral role in the program through her training and support to countless resource parents for foster youth in San Diego County," a statement from the district read. "Barbara Wojtach, Program Manager for the program, described Deb as the 'Mother Teresa of foster care.' She was more than just a trainer for resource parents – she was a mentor, teacher and supporter for resource parents who were struggling with the challenges of foster care."The district says Stolz was a single parent of eight children, four of them through adoption."Grossmont College’s program for foster care education is responsible for training all the resource parents in San Diego County and is the largest of its kind in the state. PINE VALLEY, Calif. — A suspected human smuggler was sentenced to 30 months in prison for barreling through a Border Patrol checkpoint, narrowly missing vehicles and severely injuring a border agent.Jorge Garcia-Osornio, 28, of Michoacán, Mexico, was charged with transporting certain aliens and aiding and abetting from the Nov. 14, 2017 incident.Border officials said Garcia was illegally in the U.S. when he approached a Pine Valley border checkpoint with two illegal immigrants hidden in the floor of his vehicle. As he neared the line of cars waiting, Garcia made an illegal U-turn and began driving in the opposite direction on the freeway, officials said.Agents began to pursue Garcia before he made another U-turn and headed back toward the checkpoint at speeds reaching 100 miles per hour.As he reached the checkpoint, officials said Garcia narrowly missed two vehicles and a border agent, and blasted through a metal sign, sending debris in all directions.“In committing his criminal act, Garcia not only placed the lives of those he smuggled in grave danger, but seriously injured a Border Patrol agent in the process,” Chief Patrol Agent Rodney S. Scott.That debris severely injured a nearby agent, who likened the blow to being "hit with a baseball bat." The agent was taken to a nearby hospital for treatment and has yet to return to duty.Garcia continued on for another three and a half miles at high speeds before exited a freeway and crashing into a hillside. One of the undocumented immigrants hiding in the vehicle told agents he "feared for his life."Garcia was arrested nearby after ditching his crashed vehicle.
