GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

BEIJING, Nov. 17 (Xinhua) -- The United States and China, the world's first and third largest economies, have pledged to rebalance each other's economy and move in tandem on forward-looking monetary polices for a strong and durable global economic recovery, according to a China-U.S. joint statement released here on Tuesday.     The statement, issued after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, has climaxed the latter's first China trip since he took office in January.     "China will continue to implement the policies to adjust economic structure, raise household incomes, expand domestic demand to increase contribution of consumption to GDP growth and reform its social security system," said the statement.     The United States, in return, will take measures to increase national saving as a share of GDP and promote sustainable non-inflationary growth.     "To achieve this, the United States is committed to returning the federal budget deficit to a sustainable path and pursuing measures to encourage private saving," it said.     President Obama made it clear at an earlier press conference Tuesday afternoon that the rebalancing strategy would require America to save more, reduce consumption and reduce long-term debts.     The statement also said that both sides will pursue forward-looking monetary policies and have "due" regard for the ramifications of those policies for the international economy.     The two also agreed to expedite negotiation on a bilateral investment treaty, and work proactively to resolve bilateral trade and investment disputes in a constructive, cooperative and mutually beneficial manner.     Recognizing the importance of open trade and investment to their domestic and the global economies, the two are committed to jointly fight protectionism in all its manifestations.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said President Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and reject protectionism in all forms in an even stronger stand," he said.     The two sides also reiterated that they would continue to strengthen dialogue and cooperation on macro-economic policies and pledged to honor all commitments made at the first round of the Sino-U.S. Strategic and Economic Dialogue last July, the Group of 20 summits, and the recently concluded APEC Economic Leaders' Meeting in Singapore.     The statement said that both sides commended the important role of the three G20 summits in tackling the global financial crisis, and were committed to work with other members of the G20 to enhance the G20's effectiveness as the premier forum for international economic cooperation.     China and the United States also agreed to work through a cooperative process on mutual assessment to make the G20 Framework for Strong, Sustainable and Balanced Growth a success.     The statement said that both sides welcomed recent agreements by the G20 to ensure that the International Financial Institutions (IFIs) have sufficient resources and to reform their governance structures.     "The two sides stressed the need to follow through on the quantified targets for the reform of quota and voting shares of IFIs as soon as possible, increasing the voice and representation of emerging markets and developing countries in these institutions consistent with the Pittsburgh Summit Leaders Statement," it said.

BEIJING, Dec. 27 (Xinhua) -- The Chinese Premier Wen Jiabao stressed on Sunday that the final ends of the nation's economic growth is to improve people's well-being, which is always a priority on the government's agenda amid the global financial crisis. BRISBANE, Australia, Oct. 31 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Saturday that China and Australia can lift their bilateral relationship to a new level through a strengthened dialogue and increased cooperation between the two trading partners.     Li spoke during a meeting with Anna Bligh, the premier of Australia's state of Queensland.     The vice premier said that during his visit to Australia a consensus was reached to enhance the Chinese-Australian friendship, to deepen mutual beneficial cooperation, and to respect and care for each other's core interests and important concerns.     He also said the two sides released a joint declaration and signed a number of cooperation agreements. SHANGHAI, Nov. 16 (Xinhua) -- President Barack Obama said here Monday that the United States would further expand its youth exchanges with China by dramatically expanding the number of students studying here to 100,000.     Obama said during a dialogue with Chinese students in Shanghai Science and Technology Museum Monday afternoon that young people in China and U.S. are the best ambassadors and that cooperation between the countries should go beyond the governments.     "These exchanges mark a clear commitment to build ties among our people, as surely as you will help us determine the destiny of21st century," he said.     Shanghai was the first leg of Obama's maiden trip to China on Nov. 15-18 since he took office in January.     "I believe strongly that cooperation must grow beyond our government. It must be rooted in our people, in the studies we share, in the business we do, in the knowledge that we gain, and even in the sports we play, and these bridges must be built by men and women just like you, and your counterparts in America," Obama told an audience of about 600 university students in Shanghai.     "I am absolutely confident that America has no better ambassadors to offer than our young people, for they just like you are filled with talent, energy and optimism about the history that is yet to be written.     "So let this be the next step in the steady pursuit of cooperation between our two nations and the world," Obama said.     After delivering the opening remarks, Obama took questions from students as well as the Chinese online community, covering a wide range of topics such as Sino-U.S. cooperation, cross-Strait relations and anti-terrorism in the U.S..     The White House website Sunday posted a notice of Obama's meeting with Chinese youth, saying that holding the event in Shanghai was symbolic as the Shanghai Communiqué was announced here and helped pave the way for normalization and the first 30 years of formal diplomatic relations.     "If there is one thing we can take from today's dialogue, I hope that it is a commitment to continue this dialogue going forward," Obama said in his speech.
