(AP) — The California Supreme Court ruled unanimously Monday that inmates convicted of nonviolent sex crimes cannot be denied a chance at early parole consideration under a ballot measure approved by nearly two-thirds of voters four years ago. Former Gov. Jerry Brown, who championed the 2016 initiative as a way to reduce prison populations and costs by speeding chances for parole, has repeatedly said he and other proponents never intended for it to cover sex offenders. But lower appeals courts ruled that the plain language of the initiative means they cannot be excluded from consideration as nonviolent offenders, and the high court agreed. 674

It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare.If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

But he survived after he was airlifted to a veterinary clinic. What's more, it's the second time the dog, named Ice, recovered after being seriously injured. The agency said Friday that Ice was wounded late last month in the Klamath National Forest south of the Oregon border. He kept hold of the suspect even after he was stabbed. RICHLAND, Texas (AP) — A U.S. Marine believed to have left Arizona for California's Camp Pendleton never arrived, but was found days later at a Texas rest area, unharmed.Lance Cpl. Job Wallace was taken into custody Saturday night by Naval Criminal Investigative Service and other law enforcement officers at a rest area in Navarro County, according to a NCIS statement cited by The San Diego Union-Tribune.The 20-year-old had last been seen leaving a friend's house in Surprise, Arizona, on Monday night, his mother, Stacy Wallace, said. He was due back at Camp Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip.About an hour south of Dallas, Navarro County is more than 1,100 miles (1,770 kilometers) east of Surprise and in the opposite direction from Camp Pendleton in Southern California.RELATED: Family searches for answers after Marine bound for Camp Pendleton disappearsThe statement from Kurt Thomas, the special agent in charge of the NCIS Marine Corps West field office, did not include details about how Wallace was found or what he was doing.Stacy Wallace had said her son loved the Marines and was excited to get back to Camp Pendleton, having been recently promoted."He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said.Wallace's mother had said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. Gavin Newsom and the Democratic-controlled state Legislature agreed on a budget deal that would to cover the state's estimated .3 billion budget deficit.Newsom and legislative leaders announced the agreement Monday. No details were immediately available about what's in the agreement.But in a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net.The full statement:“The COVID-19 global pandemic has caused a sudden and dramatic change in our nation’s and state’s economic outlook – and has had a cascading effect on our state budget. California was better positioned for this sudden change than at almost any time in its history, building out record reserves following years of responsible budgeting. Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead.
