David Katz, the shooter who killed two people and wounded 10 others before taking his own life at an e-sports tournament in Jacksonville, Florida, on Sunday, was in treatment for psychiatric issues at least as early as the age of 12, according to family divorce records.Katz, who was 24, was prescribed a number of psychiatric medications, including an antipsychotic, and saw "a succession of psychiatrists," according to a 2006 letter from the father's attorney. A separate 2006 court filing states that a therapist said David had experienced a "psychiatric crisis."CNN also obtained police records that show 26 calls for service to the police from the Katz family home in Columbia, Maryland, from 1993 to 2009, for issues ranging from "mental illness" to domestic disputes. At least two of those calls involved Katz arguing with his mother, though none of the reports provided to CNN show any physical violence. The Howard County Police Department declined to release the reports from a number of the incidents, citing statutory restrictions.Since Sunday's shooting, the family has told investigators that David Katz suffered from mental health issues, according to a law enforcement source who described the family as being very cooperative with investigators. Both parents have worked for the federal government. Richard Katz is a NASA engineer employed at the Goddard Space Flight Center outside Washington, DC, according to an agency spokesperson. Democrat Dan McCready is withdrawing his concession in a North Carolina congressional race where investigators are probing allegations of election fraud.McCready got 905 fewer votes than Republican Mark Harris in the 9th District race. But the state elections board has refused to certify the results as it investigates potential misconduct with absentee ballots, making it the last undecided House contest in the country. The board could ultimately order another election.McCready had previously conceded the race to Harris, but withdrew that concession Thursday."I didn't serve overseas in the Marines to come home to NC and watch a criminal, bankrolled by my opponent, take away people's very right to vote," McCready tweeted. "Today I withdraw my concession and call on Mark Harris to end his silence and tell us exactly what he knew, and when."His reversal comes as the state elections board, as well as local and state prosecutors, investigate whether Leslie McCrae Dowless, a veteran operative in Bladen County who was hired by a consulting firm the Harris campaign paid 0,000, altered absentee ballots or collected them from voters but never turned them in.Dowless earned more than ,000 working on six campaigns dating back to 2010, and in most of those races, Dowless' candidates received a disproportionately higher percentage of absentee votes in Bladen County.Dowless has not returned CNN's requests for comment. DENVER — A former teacher at East High School in Denver was arrested after accusations she smoked marijuana with her students during a party at her Denver home. Rachel Farley, 29, was taken into custody Monday on suspicion of contributing to the delinquency of a minor, a class 4 felony. According to an arrest affidavit, Farley invited students from her class to her home on August 18, 2017, to decorate clothing for Freshman Day. At some point during the event, she brought out marijuana and began smoking it with her students, the document reads.In February of this year, police say they were dispatched to the school after a student reported that Farley had been providing and consuming marijuana with her students at her home.Police interviewed nine students as part of the investigation and “multiple students admitted to smoking with the suspect,” the document read. Farley resigned from East High School on August 31, 2017, according to a statement from Denver Public Schools. The statement stresses, “there was nothing notable about her resignation - she simply resigned.”After her resignation, DPS says she had been working as a volunteer in the music and drama department at the school. But after the allegations surfaced in February, she was “barred from volunteering for, contracting with or being employed by Denver Public Schools in the future.”Farley was listed as still being in custody at Denver City Jail as of Wednesday morning.  1502

  

DAYTONA BEACH, Fla. — A 95-year-old grandmother in Florida was arrested Saturday after police said she slapped her granddaughter in the face with her slipper before calling 911 to get her out of the house.According to the Daytona Beach News-Journal, Hattie Reynolds told police her granddaughter, Janeen Williams, 46, would not get out of bed, and that she was "tired of her staying in bed all day soaking up the air conditioning."When officers arrived at the home, Williams told police she did not want to press charges, but because of "strict domestic violence laws" Reynolds was arrested.According to a Florida statute, police officers have the ability to determine if an arrest is needed in a domestic violence instance once probable cause is established."If your wife reported that you threatened to hit her, you would be arrested because that is a domestic violence assault," police Chief Craig Capri told the News-Journal. "I just feel bad for her but the officers did their job as required by the law."Reynolds was booked in the Volusia County Jail and released the next day on her own recognizance.  1126

  

Days after the release of the Sterling Brown arrest video, the Milwaukee Police Union president said using a stun gun on the NBA player might have been the right thing to do.The Milwaukee Police Association President Mike Crivello told Scripps radio station 620 WTMJ in Milwaukee, it is possible those officers did the right thing."If they didn't feel as though they were getting control of him before he could get control of whatever that was in his pocket. Tasing may have been appropriate," Crivello said.Crivello said he could not see what was happening during the struggle with Brown after an officer asked him to take his hands out of his pockets. That was right before Brown was taken to the ground and stunned.He also suggested the use of a stun gun could have been prevented if officers always worked with a partner. That's something the MPD Chief Alfonso Morales said he's focused on."We have worked exhaustively in the last three months to really try to figure out how we are going to handle this situation and move forward from it," Morales said.The Milwaukee police chief answered some questions about the video Wednesday, but still is not saying much.Morales has known this moment was coming when he and his department would be responding to the stunning and handcuffing of Brown. "We're really working at putting our officers back at the district. We're looking at community-oriented policing," Morales said.The chief is backing up his apology with a promise that officers will get new instructions on how to handle themselves with the public."Absolutely retraining, but here's the biggest and one of the things I brought up when I was campaigning for this position is leadership," Morales said. "This is leadership and that's what we're focusing on and changing our department." 1827
