SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. Team 10 attempted to contact Dougherty and his wife, Nereida, who is also named in the bankruptcy documents. They did not respond. An attorney for the Doughertys also did not respond to Team 10’s inquiries. Investigator Melissa Mecija visited the Alpine ranch connected to the couple, where a tenant said his power has been shut off three times in the last several months. It was a bill he said the Doughertys were supposed to pay. Sharon Vega said she tries to stay strong as she deals with multiple setbacks, including her husband’s larynx cancer. “He was diagnosed… when all of this happened,” she said. Lt. SAN DIEGO (KGTV) -- A stolen cello worth 0,000 has been reunited with its owner. "I was driving home from downtown and I saw it. It was on C and 7th where the mailbox is at and I thought, well this is really weird. And then I got out and I knew what it was right away, so I took it," said Tony Cozano, who found the instrument. The instrument was returned to its owner, John Walz Monday. Walz is the principal cellist for the Los Angeles Opera and has played on more than 1,500 film scores from Titanic to Indiana Jones, even the new Star Wars films. RELATED: Police searching for person who reportedly stole 0,000 cello"I walked in to the house and just burst into tears. It's in perfect shape. There's no damage to it. Happy ending," said Walz in describing being reunited with the instrument. According to police, the cello was stolen on August 8 between 8 and 10 p.m. at the Town and Country Hotel on the 500 block of Hotel Circle North. In a news release, police said someone broke into the hotel room when Walz was away and stole several items. The cello was made by Mario Miralles and is valued at 0,000.  1174

SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. SAN DIEGO (KGTV) - A thief with a U-Haul truck and young accomplice made off with a haul at a home in Rancho San Diego.Sue Sobke and her husband returned to their home on Calle Deposito Saturday night and found their patio sliding door shattered. "Just a violation. A lot of fear and panic," said Sobke.Inside, two rooms were ransacked. The jewelry box in her bedroom was emptied of hundreds of pieces. Many of the piece were sentimental, one in particular. Her father, a World War II veteran, bought her mother a gold ring while in China after the war. Both of her parents have passed. "Felt close to her ... means my mom and how much I loved her. How much my dad loved her ... now it's gone," said Sobke.Her mission to get it back could depend on a piece of surveillance video. The video shows a U-Haul truck making a turn near her home. Neighbors spotted it parked in front of her home. "They saw a man in my backyard, in his 40s, fit and wearing a hat," said Sobke.Sitting in the truck was a boy about 12 years old."A neighbor saw the boy in the truck listening to music. He waved at him and drove off," said Sobke.Whether the boy was used as a lookout or diversion, Sobke can only shake her head."It's clever. I'll admit that. No one would suspect a young boy waiting for his father. It's horrible, training him," said Sobke.The training may not be over. Detectives told Sobke that a U-Haul truck has been seen near other break-ins in the area. "For about three weeks, they've been chasing this U-Haul truck," said Sobke.A sheriff's department spokesperson says the burglary has not yet been linked to any other cases. 1631
