CHULA VISTA, Calif (KGTV) -- Students in the south bay could get free lunches this June. The Sweetwater Union High School District announced Monday that its popular meal program is making a comeback. Called the “Seamless Summer Feeding Program,” free meals are being offered for most of June. According to the district, the free meals are available to anyone 18 and younger. The program runs from June 10 through June 28 Monday through Friday from 11:15 to 11:45 a.m. The free lunches are being offered at Montgomery High School and Sweetwater Union High. CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

CHULA VISTA, Calif. (KGTV) - Some unusual notices are showing up on front doors in the South Bay, sparking confusion and worries.On the first Saturday in May came the first encounter. Off J Street, Tony heard a knock and saw a casually dressed man at his door from a company called Pacific Home Remodeling. "He was looking to inspect homes for estimates of remodeling costs," said Tony, who asked us not to use his real name.Tony is a renter and told the man he wasn't interested. "I had to continually repeat, 'I'm not interested' before he finally left. He came back a second time a few days later - and the same situation," said Tony.Once again, the man was asked to leave. A week later, Tony and his cousin found a flyer stuck on their front door. It read 'NOTICE' in big block letters, and included a name and cell number, along with 'We were here for inspection and we missed you. Please call to arrange a new inspection.' The company at the bottom of the paper: Pacific Home Remodeling. A confused Tony set it aside. "I thought maybe they meant to put this notice on another house," said Tony.Then on Tuesday, the man turned up again. Tony's cousin was the only on home and heard a banging at the door. He was just inside the door, when he saw the man with his hand on the knob outside."He uses me cousin's name and my name saying we authorized him to come inspect home and look around. That wasn't true. My cousin told him to leave, and 10 minutes later, he returns and says he just got approval from me. Problem for him was I was on the phone," said Tony. Despite the notice, neither of them had given approval for an inspection. Tony later posted the incident on Nextdoor. Neighbors reported finding the same notices on their doors. One claimed a salesperson tried to talk his way into home past a confused elderly woman. A spokesperson with the company said they're looking into Tony's claims, but defended the use of the notices as "marketing material." Tony doesn't buy it. "It's deceptive. Very official looking. They put these notices on doors and hope people don't communicate with one another, and gain access to the house. It's very concerning," said Tony.Tony attempted to file a police report with Chula Vista Police, but says he was told there wasn't evidence a crime was committed.According to the Contractors State License Board, the Los-Angeles based Pacific Home Remodeling has had several citations dating back to 2015 and was put on probation. The latest accusations include poor work and failure to obtain permits. Hearing dates set for later this month and June could determine what happens to the company's license. 2764

CHULA VISTA, Calif. (KGTV) -- A group of parents from the Sweetwater Union High School district have started a petition hoping to push the district to allow their student-athletes to return to practice.As of Tuesday night, the petition has over 1,100 signatures. The parents want their children to follow all safety and social distancing guidelines, but they say the district has told them the kids can't practice. The petition gives examples of other school districts in San Diego County that have allowed their student athletes to return to practice. The petition even suggests that district officials are keeping sports shut down to balance Sweetwater's multi-million dollar budget deficit.Parents argue that not having sports is affecting their children's mental health and that not practicing could put them at a disadvantage once the seasons starts and when it comes time to get sports scholarships. CHULA VISTA, Calif. (KGTV) - Southwestern College in Chula Vista was briefly put on lockdown Tuesday after a student reported hearing shots fired at the campus library.The student contacted officers about hearing two gunshots on the third floor of the library just before 1 p.m. at the college on 900 Otay Lakes Rd.Chula Vista Police responded to campus and evacuated the building, according to Southwestern officials. The campus was also placed on lockdown.After a thorough search of the library, police determined there was no threat in the building and nothing suspicious was found.The lockdown was lifted about 1:45 p.m. and all operations resumed as normal.Chula Vista Police said a construction project at the library may have been confused with gunfire.Watch Sky10 above campus: 793
