(KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court. The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue. The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then. Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian. After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

(KGTV) — Vista Unified School District is postponing the in-person reopening of two high schools after learning that hundreds of students attended at least two Halloween parties last month.A letter from district and school officials to parents said that students from Vista High School and Mission Vista High School attended two large parties over the weekend and didn't practice social distancing or mask requirements.Because of the reported parties, VUSD said it will reschedule the reopening of in-person classes at both schools until Monday, Nov. 16. Mission Vista High was scheduled to resume in-person classes on Nov. 9, and Vista High was set to do the same on Nov. 12.RELATED: Several Vista Unified schools back to online learning after positive COVID-19 cases reported"At this time, we have legitimate concerns about the health and safety of the students who attended these large Halloween gatherings and the safety of all students and staff members if they return to in-person learning as scheduled..." the district's letter read.Officials urged parents to have their children tested for COVID-19 if they attended either party.Since Sept. 8, the district has reported 25 coronavirus cases among students and staff at its schools, including three cases at Vista High and two cases at Mission Vista.Vista Unified Superintendent Dr. Matthew Doyle said in a community update that the county is working with officials to go over any concerns and progress to resume in-person learning: 1497

(KGTV) - The world's oldest message in a bottle was discovered half-buried at a West Australian beach nearly 132 years since it was written. The Western Australian Museum confirmed Tuesday that the message is dated June 12, 1886 — dating back more than 48,000 days. The old gin bottle was jettisoned from the Germain sailing barque "Paula," according to the museum."It just looked like a lovely old bottle so I picked it up thinking it might look good in my bookcase. My son’s girlfriend was the one who discovered the note when she went to tip the sand out," Tonya Illman, the woman who discovered the bottle told the museum. "The note was damp, rolled tightly and wrapped with string. We took it home and dried it out, and when we opened it we saw it was a printed form, in German, with very faint German handwriting on it."RELATED: Billionaire explorer discovers sunken US WWII aircraft carrierIllman's husband then spent time researching the message before discover just how far back it dated.According to the museum, the bottles were part of an experiment by what was known as "Deutsche Seewarte," or German Naval Observatory. For 69 years, thousands of bottle were tossed overboard German ships studying ocean currents. The notes, which contained dates and coordinates, would instruct whoever finds the bottle to write back when and where they located the note to help researchers build data on currents. In total, the museum says 663 bottles as part of the experiment have been discovered.RELATED: Unprecedented 7,000-year-old Native American burial site found in FloridaThe Illmans have loaned the bottle to the museum to put on display. The previous record for oldest message in a bottle was 108 years, four months, and 18 days. 1788
