BRASILIA, Sept. 7 (Xinhua) -- At the invitation of Brazilian Defense Minister Nelson Jobim, Chinese Defense Minister Liang Guanglie arrived on Tuesday in the Brazilian Air Base to begin a goodwill visit to the South American country.In a written speech released upon his arrival, Liang, also Chinese state councilor, offered his sincere greetings and good wishes to the Brazilian people and armed forces on behalf of the Chinese Ministry of National Defense and the Chinese People's Liberation Army.Liang said the aim of his visit is to strengthen mutual understanding between the two armies, deepen friendship, promote cooperation, and explore more areas for cooperation between the armed forces of the two countries.Liang said that China is keen to develop bilateral relations of the armies, to deepen military cooperation with Brazilian side, to promote relations between the two countries, and devote their due contributions to safeguarding international and regional stability and safety.During his stay here, Liang will also meet his Brazilian counterpart Nelson Jobim and other high-ranking officials in Brazil. He will also visit some military bases in the South American country.This is the last leg of Liang's tour of three Latin American countries, which also took him to Mexico and Colombia.

BEIJING, Sept. 15 (Xinhua) - China is still likely to meet its full-year inflation target this year despite the August inflation rate quickening to a 22-month high of 3.5 percent year on year, officials from the country' s top economic planer said Wednesday.In August, the consumer price index (CPI) rose mainly by increased prices of food products like pork and eggs, as the coming Mid-Autumn festival in China had boosted the consumption of food items, according to the National Development and Reform Commission (NDRC).Further, the price rise of vegetables due to seasonal reasons contributed to the August CPI increase, said the NDRC authorities.The upcoming autumn harvest, which accounts for about 70 percent of China's annual grain output, is expected to stabilize food prices, which have a one-third weighting in the calculation of the CPI, said the NDRC.The NDRC also revealed that China would place central pork reserves on the market, which means pork prices cannot rise higher.Further, the industrial consumer prices are remaining stable with a slight decline, and this is not conducive to inflation, according to the NDRC.These elements are assisting in the drop of the CPI through the rest of the year, and is helpful for China to attain its full year inflation target, it added.China has targeted a 3 percent rise in consumer prices this year.

  

LONDON, Aug. 27 (Xinhua) -- Some western commentators' critical comments concerning China's burgeoning relationship with Africa are "largely misplaced," says a Financial Times editorial.Wednesday's editorial - "China's new scramble for Africa" - said Western-led development strategies, however well meaning, did not break the cycle of under-development in Africa. Chinese investments, made for sound business reasons and boosting employment and growth, offer new hope and an alternative way forward, the editorial said.The infrastructure that the Chinese are building will also have positive spin-off effects for industries outside of natural resources. Chinese traders have brought cheap consumer goods to Africa. And, as labor costs rise at home, Chinese manufacturers may look at Africa with new interest, as a base for production, the editorial said.To the Western countries that uphold the spirit of competition, there's no reason to complain about China's strengthening its relationship with Africa, the editorial said.One reason that African governments often love doing business with the Chinese is that they are much less likely to condition their investments on improvements in government, and the pragmatic attitude of the Chinese government should be appreciated, the editorial said.

  

UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese Premier Wen Jiabao met here with U.S. President Barack Obama on Thursday, focusing on bilateral ties and regional and world issues and calling for more cooperation.China and the United States can deepen their cooperation on significant international affairs and major regional issues as well as on efforts to handle global financial woes and climate change, Wen said.He said China and the United States could forge an even closer and wider-ranging trade and financial relationship. Chinese Premier Wen Jiabao (L) meets with U.S. President Barack Obama in New York, the United States, Sept. 23, 2010.At the beginning of the meeting, Wen said the China-U.S. relationship has advanced beyond the bilateral scope and has a major impact on the world.The common interests of the two countries far outweigh their differences, Wen said.Although there exist differences between China and the United States, the problems can be well solved through dialogue and cooperation, the premier said.Obama, for his part, noted that since taking office, he has had good cooperation with the Chinese leadership. The United States will continue to enhance its ties with China on the basis of common interests and mutual respect, Obama added.The two sides have already cooperated on a range of important issues, including the global financial crisis, and have also cooperated well under the G-20 framework, the president said.
