"China decided to offer Thailand a humanitarian emergency aid worth 10 million yuan and stood ready to provide other help,"Wu said in a meeting with Thai Prime Minister Abhisit Vejjajiva.At least 181 people in Thailand were killed in nationwide floods that hace stricken the country since Oct. 10. BEIJING, Nov. 16 (Xinhua) -- Foreign direct investment (FDI) into China rose for the 15th consecutive month in October, indicating China remains a favored investment destination for foreign businesses.Inbound FDI increased 7.86 percent year on year in October to 7.663 billion U.S. dollars, the Ministry of Commerce (MOC) said Tuesday.The October figure means inbound FDI for the first 10 months of the year totaled 82.003 billion U.S. dollars, a year-on-year increase of 15.71 percent.MOC spokesman Yao Jian said at a press conference China remains a hot spot for foreign investors.Foreign businesses have begun to shift their investments from export-orientated sectors to domestic market-orientated businesses because of China's improved legal system and its expanding market, he said.In the first 10 months of the year, the manufacturing sector received 47.59 percent of FDI inflows while the services industry got 45 percent.A total of 21,181 foreign-invested enterprises were approved for establishment during the 10-month period, up 16.62 percent from a year earlier.In September inbound FDI grew 6.14 percent year on year.The acceleration in the rate of inbound FDI growth was due to the U.S.'s second round of quantitative easing, some analysts explained.Yao denied the link but said the Chinese government is keeping an eye on liquidity.

BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon.
