HAIKOU, July 16 (Xinhua) -- Typhoon Conson landed at Yalong Bay of Sanya City, in south China's island province of Hainan, late Friday, causing casualties.Conson made landfall at 7:50 p.m., packing winds of up to 126 km per hour at the center, according to the disaster prevention office of Sanya, a tourist resort.It brought heavy rains and strong winds to Sanya, uprooting trees, pulling down billboards and light poles and partly cutting power supply.A security guard was buried in debris after a giant billboard toppled at about 7:26 p.m.. The man was found dead at about 11 p.m. after rescuers pulled away the billboard with the help of machines.A motorcycle rider was hit by a falling billboard and died at the site at about 8 p.m..The typhoon is expected to hover in the island for about 9 hours before it enters Beibu Bay on Saturday morning.The city had recalled to port all fishing boats by Friday noon and almost 40,000 people across the island had been relocated by 4:30 p.m..The typhoon, the first to hit China this year, has triggered high waves and cut some village roads.

URUMQI, June 14 (Xinhua) -- China is diversifying its methods of importing energy from neighbor countries in central Asia as a train carrying 45 tonnes of liquefied petroleum gas (LPG) from Kazakhstan reached the country's inland port of Alataw Pass on Monday in the northwest Xinjiang region.It also marked the first time China imported energy from central Asia using railroads, rather than pipelines, since the founding of new China back in 1949."Central Asia is rich in oil and gas. China's state-owned oil giant CNPC has made large investments in recent years to purchase and explore resources in the region," said Gao Hongbo, general manager of a privately-run logistics and financial services company based in Xinjiang Uygur Autonomous Region."Oil and gas could be transported through pipelines but the liquefied gas, obtained as a by-product from the refining of petroleum, could not be effectively transported due to the product's nature, causing huge waste," Gao said.Gao said the only option is to import the liquefied gas using railways, given current circumstances.But China's railways use the standard gauge (distance between rails at 1,435 mm), which is different from its Central-Asian neighbors' broad rail gauge (distance above 1,435 mm), and special lines need first to be built for the mass importing of LPG.Gao said his company has so far spent 300 million yuan (44 million U.S. dollars) in building nine broad-gauge rails and six standard gauge rails in Alataw Pass. These lines are expected to import 50,000 tonnes of LPG this year.The company plans a total of 21 lines to be built, and the annual capacity of these lines is expected to reach 200,000 tonnes of LPG during the next three years.These lines, when completed, will also be used to import 500,000 tonnes of oil each year and 2.5 million tonnes of commodities and mineral resources from central Asia.

TAIYUAN/HARBIN, Aug. 1 (Xinhua) -- The death toll in an explosion at a coal mine in Linfen City of north China's Shanxi Province early Saturday has risen to 17 after another two bodies were found, local authorities said.The blast at Liugou Coal Mine of Yicheng County also left 104 persons injured, seven of them seriously, as of 11 p.m. Saturday, said Wang Jianshe, head of the county's People's Hospital, where all the injured were admitted.All the injured are in stable condition, Wang said.Basic search and rescue work is over, said a senior official of Yangquan Coal Industry (Group) Co. Ltd, which owns the mine. The official said that the blast took place in the dormitory area, where most of buildings were destroyed by the powerful explosion.A miner surnamed Zhang told Xinhua that families of many miners had come to live here because the children were currently on their summer vacation.But officials so far have not disclosed how many children and women had died during the accident.Zhang said he saw a couple died after huge stones fell on them in a dormitory room.Initial investigation showed that the blast was caused by explosives hidden illegally in the area, and a suspect has been detained by the police, the official said.A further Investigation into the cause of the blast is underway.Also on Saturday, 24 people were trapped in a flooded coal mine in northeast China's Jixi City, Heilongjiang Province.The city government said the accident at Hengxinyuan Mine took place at around 5 p.m. Saturday. BEIJING, Aug. 5 (Xinhua) -- China is completing a nationwide training for presidents of grassroots courts Friday, following the downfall of a group of judicial officials implicated in corruption scandals.More than 3,600 presidents from intermediate and grassroots courts across the country attended the training in Beijing, a year-long-event that focused on raising their awareness of corruption-free law enforcement and improving their abilities in handling social disputes, according to information released by the Supreme People's Court (SPC) on Thursday.More than 80 high-ranking judges, including SPC President Wang Shengjun, delivered lectures during the training, which also covered topics of improving the judges' knowledge in coping with public opinion as well as that of the media."Given the complex and volatile international situation and rising domestic demand for judicial services against the backdrop of emerging social conflicts ...it is imperative to undergo such large-scale training for presidents from grassroots courts." said Zhou Zemin, director of SPC's political department.Over the past year, a string of high-level judicial officials were punished for their involvement in corruption scandals.Among them were former SPC vice president Huang Songyou, who was sentenced on Jan. 19 to life imprisonment for taking bribes and embezzlement and Wen Qiang, former director of the Chongqing Municipal Judicial Bureau, who was executed on charges of corruption charges involving organized crime.Training judicial staff has long been a priority on the SPC's agenda.The SPC spent three years training judges of grassroots courts from 2005 to 2007.Since 2006, the SPC sent lecturers to grassroots courts in the western provinces and autonomous regions.
