ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378

Facebook announced Monday that it’s updating its hate speech policy to prohibit any content that denies or distorts the Holocaust.The company says it has already banned more than 250 white supremacist organizations and updated its policies to address militia groups and QAnon. They also took down 22.5 million pieces of hate speech from the platform in the second quarter of the year.Additionally, the company recently banned anti-Semitic stereotypes about the collective power of Jews that often depicts them running the world or its major institutions.Facebook says its decision to ban Holocaust denial content is supported by the well-documented rise in anti-Semitism globally and the alarming level of ignorance about what happened to Jews and other groups during World War II.A recent survey of adults 18 to 39 found that 63% of all respondents didn't know that around 6 million Jews were murdered and 36% thought that 2 million or fewer Jews were killed during the Holocaust.Because research shows Holocaust education a key component in combating anti-Semitism, Facebook says that starting later this year, it will also begin directing anyone to credible information off Facebook if they search for terms associated with the Holocaust or its denial on their platform.“For many years, we have worked with communities around the world to help us understand how hatred, including anti-Semitism, is expressed online,” wrote Facebook in a statement.The company added that the enforcement of its new policies cannot happen overnight.“There is a range of content that can violate these policies, and it will take some time to train our reviewers and systems on enforcement,” wrote the company. “We are grateful to many partners for their input and candor as we work to keep our platform safe.” 1800

FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

ESCONDIDO, Calif. (KGTV) -- The County is investigating complaints from neighbors that a business owner with a criminal history for fraud may have converted a former hotel into a drug treatment center without proper permitting.Residents living near the former site of the Tuscany Village Resort on Circle R Way in unincorporated Escondido say they started noticing people wandering trough their neighborhood this summer."The people that are staying there have told us they're getting treatment," said one neighbor, who asked not to be identified.The property was acquired in March by NSI Services, LLC, according to public records. The company identifies itself as a "drug rehab" in its incorporating paperwork."Our concern is the safety and well-being of our community with a gentleman who seems to have disregard for the law," the resident said.NSI Services is owned by Larry Burns, an entrepreneur with several aliases who served prison time for mail and wire fraud and has been charged with crimes in at least three states.Burns, who also goes by Lawrence Burzynski, did not respond to phone calls by 10News seeking comment Monday or Tuesday.Burns was once the president of the Escondido-based Crosby Centers and is listed as a director of the Crosby Clinic on its website. Neighbors say they've seen a Crosby Clinic van parked at the resort.The clinic advertises drug rehab services along with treatments for traumatic brain injuries and CTE, and attracted media attention for treating former NFL players. In 2015, the NFL Players Association issued a warning to players about Burns, urging players using his services to "exercise extreme caution."Burzynski "has accumulated numerous convictions for felony FRAUD related violations," the bulletin read. "He has been convicted in federal prosecutions in Wyoming, Colorado, California and elsewhere."The old Tuscany Village Resort is not zoned for drug rehabilitation or medical services. After complaints by neighbors, code compliance inspectors began investigating the property on August 7, according to a letter from County Planning and Development Services Director Mark Wardlaw.The owner "indicated they had not yet finalized their plans for the property" but "noted that he may use the property as a resort that may also provide brain injury and other medical treatments," the letter stated. The owner, who was not identified in the letter, said he did not intend to offer drug or alcohol treatments at the facility."We will continue to keep our code compliance case open until we have received all the information required to classify the use," Wardlaw wrote.Staff gave the owner a 0 citation on September 12 for improperly storing items in the parking lot. When a 10News reporter visited the property Monday, there was still furniture and other items in the parking lot.The owner has until October 9 to clean up the property, said County spokeswoman Tammy Glenn."We will continue to update residents in the area and work with the property owner to ensure compliance with County codes," she said.Late Tuesday, a man who identified himself as one of Burns' employees contacted 10News, saying the hotel was undergoing renovations and would open next year as a Bavarian-style spa. The man named Jeff said other than himself, no other Crosby Clinic employees were working at the property and the resort would not be used for drug treatment."They think because they see a Crosby van it's going to be drug and alcohol [treatment], but that's not the case," he said.
