BEIJING, Dec. 29 (Xinhua) -- China on Thursday issued a white paper on the development of space industry since 2006 and the major tasks for the next five years.The white paper titled "China's Space Activities in 2011" was the third white paper on the country's space activities issued by the State Council Information Office, following the one in 2000 and another in 2006.The Chinese government has made the space industry an important part of the nation's overall development strategy and adhered to exploration and utilization of outer space for peaceful purposes, the white paper said.Over the past few years, China has ranked among the world's leading countries in certain major areas of space technology, it said, adding that in the next five years, there will be new opportunities to the country's space industry.At the same time, China will work together with the international community to maintain a peaceful and clean outer space and endeavor to promote world peace and development, the document said.FUTURE MISSIONSMajor tasks listed in the white paper for the next five years include space transportation system, Earth satellites, human spaceflights and deep-space exploration.The country will launch the Shenzhou-9 and Shenzhou-10 spaceships and achieve unmanned or manned rendezvous and docking with the in-orbit Tiangong-1 vehicle, the paper said.China also plans to launch space laboratories, manned spaceship and space freighters, and will start a research on the preliminary plan for a human landing on the moon, the document said.As an important part of deep-space exploration, the country's lunar probe projects follow the idea of "three steps" -- orbiting, landing and returning.In next five years, the country plans to launch orbiters for lunar soft landing, roving and surveying to implement the second stage of lunar exploration, then it will start the third-stage project of sampling the moon's surface matters and get those samples back to Earth, the white paper said.In addition, China will build a space infrastructure frame composed of Earth observation satellites, communications and broadcasting satellites, plus navigation and positioning satellites.MAJOR PROGRESSAccording to the white paper, breakthroughs have been made in major space projects, including human spaceflight and lunar exploration, since 2006.From Sept. 25 to 28, 2008, China successfully launched the Shenzhou-7 manned spaceship and became the third country in the world to master the key technology of astronaut space extravehicular activity.In November 2011, China accomplished the first unmanned space rendezvous and docking test between the Tiangong-1 space lab module and Shenzhou-8 spaceship.In addition, the country's lunar probe projects have achieved milestone breakthroughs over the past five years. China successfully launched two lunar probes, the Chang'e-1 on Oct. 24, 2007, and Chang'e-2 on Oct. 1, 2010.The first probe retrieved a great deal of scientific data and a complete map of the moon while the second created a full higher-resolution map of the moon and a high-definition image of Sinus Iridium.

BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.

CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. Ltd, over the weekend launched its first test train that features speeds reaching up to 500 km per hour.The six-car train with a fairshaped head is the newest in the CRH series. It has a maximum tractive power of 22,800 kilowatts, compared with 9,600 kilowatts for the CRH380 trains currently in service on the Beijing-Shanghai High-Speed Railway, which hold the world speed record of 300 km per hour.The grey-color train carrying testing and data processing facilities was designed and produced by CSR Sifang Locomotive & Rolling Stock Co., Ltd (Sifang Locomotive), a CSR subsidiary based in the coastal city of Qingdao in eastern Shandong province.Ding Sansan, the company's chief technician, said the concept of the the super-speed train design was inspired by China's ancient sword. The bodywork uses plastic materials reinforced with carbon fiber.Shen Zhiyun, a locomotive expert and academician with both the Chinese academies of sciences and engineering, said the testing of the super-speed train with speeds of up to 500 km per hour will provide useful reference for current high-speed railway operations.
