SAN DIEGO (KGTV) -- Callum Wagner rose up among the capacity crowd inside a University City ballroom Monday. He took the stage in front of hundreds, as they gave him a standing ovation."My mom keeps saying it's a big deal," said Callum, 12. "I don't like to talk about it."Callum's mom, Beverly Wagner, says she wouldn't be alive today if not for her son. That's why on Monday, Callum was one of three children honored as 2020 local 9-1-1 for kids heroes. It was July 1, 2019. Beverly had just got out of the jacuzzi in their Alpine home when she said she was feeling ill. Moments later, she was unconscious, suffering cardiac arrest. Callum was the oldest other person home at the time. He called 9-1-1, and Heartland Dispatcher Kim Gonzales picked up. "All I remember hearing him say was, his mom is dead, and at that point, it's go time," Gonzales said. For the next eight minutes waiting for first responders, Gonzalez instructed a desperate Callum how to deliver C.P.R. "She's not breathing," Callum told her on the phone call."It's OK, keep doing 1, 2, 3, 4. 1, 2, 3, 4," Gonzales responded. It was Callum's first time delivering C.P.R. He did it so well that Beverly made a full recovery, with no brain damage. "He did a great job because he broke my ribs, and that kept me alive," Beverly said. "They said that's a good sign of CPR."Beverly says Callum deserves all the accolades. During the 9-1-1 call, Callum told Gonzales that his mom was going to die. That's when Gonzales replied, "Listen you're going to be your mom's hero. We're going to help her, OK?" 1575

SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792

SAN DIEGO (KGTV) -- Caltrans is warning drivers about a series of SR-163 closures throughout the week. According to the agency, all lanes of north and southbound SR-163 between I-8 and Genesee Avenue for three to six nights. The highway will be closed so crews can remove falsework from the bridge on the SR-163 Friars Road overcrossing. The southbound closures will begin at 11 p.m. with the northbound closures starting at 11:30 p.m. All lanes will reopen at 5 a.m. The list below shows which lanes will be closed on certain nights: Sunday: All southbound lanes, the northbound far right collector lane and the right main lane (slow lane).Monday: No full freeway closure. Only the northbound and southbound right main lanes.Tuesday: All southbound lanes, and the northbound left lane (fast lane).Wednesday: All northbound lanes, and the southbound left lane.Thursday: No full freeway closures. SAN DIEGO (KGTV) -- As the nation continues to process what happened during the first presidential debate, many are expressing frustration about what didn’t happen.Local and national Latino American leaders are calling out the moderator and the candidates for making no mention of the millions of Latinos in the country.Just moments after the debate ended Tuesday night, organizations like the National Association of Hispanic Journalists shared a series of tweets highlighting that Latinos were not mentioned during the debate.According to the Pew Research Center, more than 32 million Latino voters are eligible to vote in November.Voters like Denisse Roldan Newell wanted to hear more from both candidates about their policies on a range of issues.“It's not just immigration, it's not just the border wall, it's having to do with economics, with smalls business development, with affordable health care, with education,” said Roldan Newell.Roberto Alcantar with the Chicano Federation told ABC 10News it was concerning that the candidates made no mention about COVID-19 and it’s disproportionate affect on the Latino community.In San Diego, Latinos make up 34% of the population but 65% of COVID-19 cases."These are not just Latino issues, these are issues for all of us as American. While, yes, we are Latinos, we are American and our issues are America’s issues," said Alcantar. SAN DIEGO (KGTV) – Close to 100 people packed the Sherman Heights community center Friday night.Just about all of them were there to tell city officials to back off their plan to set up a homeless storage facility at Commercial and 20th Streets.The city says the plan is not finalized, but they are in negotiations with leasing the building. “We have a playground is about 15 feet from this building,” said Noel Bishop, the principal at Our Lady’s School. “The reality is it’s just an open invitation for people to come back to this community and start living on the streets again… having people in our neighborhood that might be drug users, not mentally stable.”Jonathan Herrera, senior advisor for homelessness for the city of San Diego, says the site is expected to similar to the one on 16th street. It will be a place for the homeless to store their belongings while they visit clinics, classes or go to job interviews.The city is promising to be a good neighbor, stressing the site will have security 24/7.  There will be loitering, drugs or alcohol allowed, and they will have regular waste pick-ups within a block radius.“We are currently looking at other facilities in beach communities, uptown, mid-city and southeastern San Diego to see if we can provide additional services in those areas as well,” Herrera said. He said there were a lot of concerns raised that they are taking into consideration, but the city plans to move forward in the process and bring the plan to the San Diego Housing Commission on March 9th.“The mayor highlighted that the time to develop universal consensus is over and that effort to develop consensus has caused us action, and that’s no longer tolerable,” Herrera added. 1733
