According to the United States Marshals Service, Dale Dulac violated his parole, leaving Niagara Falls, New York on September 20. A warrant has since been issued for his arrest. Authorities say Dulac was recently spotted in San Marcos. U.S. Marshals are working with the San Diego Fugitive Task Force to locate and arrest Dulac. SAN MARCOS, Calif. (KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. He was last seen wearing blue jeans, tan work boots, a yellow reflective vest, and a black jacket.Anyone with information is asked to call university police at 760-750-4567.Anyone on campus who believes they have witnessed a crime is urged to call 911. San Francisco police say they will stop releasing the mug shots of people who have been arrested unless they pose a threat to the public. Police Chief Bill Scott says the new policy starting Wednesday is aimed at stopping the spread of negative stereotypes of minorities. Jack Glaser, a public policy professor at the University of California Berkeley who researches racial stereotyping, says data shows Black people who are arrested are more likely to have their cases dismissed by prosecutors. But the mug shots live on. That contributes to Americans making an unfair association between people of color and crime. 624
