SAN DIEGO (CNS) - Voting in San Diego County Tuesday has been a relatively smooth experience, even with higher-than-normal turnout, a San Diego County spokesman said.Michael Workman, county communications director, said workers at the Registrar of Voters have been very busy. While official numbers were not available Tuesday afternoon, the county has received 430,000 mail-in ballots out of 1.2 million sent out, according to the Registrar of Voters.As of Monday, early voter turnout was "pretty robust," Workman said.RELATED: Election error: Voters left off roster at polling placeWorkman said polling places will probably be especially busy between 4:30 p.m. and 8 p.m., when they close.Between the various races and state propositions, "this is a very long ballot," Workman said. SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. For many patients, it's the first time they've seen a plane. Orbis International relies on volunteers and private donations.FedEx donated the plane. 1437

SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. SAN DIEGO (CNS) - Two new supervisors along with four other county officials, including the district attorney, were sworn in Monday.With family members looking on, Supervisors Jim Desmond and Nathan Fletcher, Assessor/Recorder/County Clerk Ernest Dronenburg, Sheriff Bill Gore, Treasurer/Tax Collector Dan McAllister and District Attorney Summer Stephan took an oath to both the U.S. and state constitutions.Fletcher, who succeeds Ron Roberts, is the second Democrat to serve on the technically nonpartisan Board of Supervisors in roughly three decades.He defeated Republican Bonnie Dumanis in the Nov. 6 election to represent the Fourth District, which includes parts of central and northern San Diego proper from downtown to La Jolla.Desmond, former Republican mayor of San Marcos, defeated Democrat Michelle Gomez, a legislative analyst. He succeeds Bill Horn in representing north San Diego County, including Carlsbad, Oceanside, Fallbrook and Borrego Springs.Gore, Stephan, Dronenburg and Dan McAllister all won outright in the June primary, with more than 50 percent of the vote collected by all four incumbents.After being sworn in, each official gave a short speech. He also credited the San Diego Police Department and other law enforcement agencies for their collaboration on serious public safety issues.Stephan said she is grateful for her team and community ``for the mission we're putting forth, the mission of respect and equal treatment for everybody.''Stephan mentioned how her life was shaped by her grandmother, who lived through the Armenian genocide early in the 20th century and traveled to America to find a home.Stephan said her office is going to ``push back the (against) bullies'' and stand up for the vulnerable, including seniors and school children.To avoid a ``one size fits all'' justice system, she and her colleagues created a special position for criminal justice and mental health reform, while also protecting community safety.Stephan said her office is close to launching program within the coming year that will help young people be better informed about substance abuse and deceptive social media practices.Dronenburg said his office has re-opened two offices in the county, improved mass-appraisal techniques and shortened the backlog for appraisals, saving the county million.He said the department has improved both customer and online service, and hired a taxpayers' rights advocate.Dronenburg credited his colleagues for the positive changes.``We are no longer faceless bureaucrats,'' Dronenburg said, adding the department has received national and state recognition for the use of technology.``I've been on the ballot 18 times and won 18 elections,'' he added. ``I want thank the voters -- they're the ones who put me here.''McAllister said the county expects to collect .5 billion in taxes from residents this year. SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576
