SAN DIEGO (KGTV) — Wherever you may go this Halloween, it's unlikely you'll see cuter Halloween costumes than those adorning newborns at the Jacobs Medical Center at UC San Diego Health.Babies in the center's neonatal intensive care unit were dressed for the holiday as a way to spread smiles and give parents a memorable Halloween with their newborns.Giovanni Desantiago (hedgehog), Anthony Julian Caballero (Batman), Aniyah & Aaliyah Ortiz (monkeys), Max Waterhouse (C3PO), and Alizae D’Gracia (cat) were among those dressed up as part of the celebration.The NICU at Jacobs Medical Center provides care for newborns born prematurely, at times, some weighing less than a pound or with health issues that require hospitalization. SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. The Uptown Planners will vote on the project Tuesday at 6 p.m. The Hillcrest Business Association will be holding an event before the vote to update members of the community on the project. 1296

SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating.The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well.The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables.The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. SAN DIEGO (KGTV) - Two thieves prowled an entire neighborhood in Oak Park looking for something very specific on the vehicles.Along Blackton Drive, the sense of safety is shattered for David Cabrera.  Late Wednesday morning, Cabrera and his wife returned home to a neighbor telling them to check their license plate.  He discovered the registration sticker on his truck stolen. He had sliced his sticker into eight different sections as a precaution but it didn't help.Cabrera's surveillance cameras revealed the thieves:  a man and a woman walking together. A tree obscures the camera's view, but a woman can be seen behind Cabrera's truck, while the man stands and looks around.  The woman gets up and the two walk off.Seconds later, a neighbor saw the same woman peeling off a sticker from another car and the neighbor ran out of her kitchen to confront her.  That neighbor told the woman to put it back.  The woman got verbally aggressive but did put the sticker back.Neighbors called 911 but the thieves took off.  After Cabrera posted details on the Nextdoor app, five other neighbors reported also getting hit that morning."It's a feeling of violation.
