SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility. SAN DIEGO (KGTV) - A woman was accused of leaving her dog behind in a hot car in a Mission Valley parking lot while she was shopped Tuesday.The confrontation occurred at Fenton Marketplace in Mission Valley after a man noticed a dog locked in a car and called San Diego County Animal Control. Officers arrived two hours later and measured the temperature of the car, which was reportedly between 80 - 90 degrees.The windows of the vehicle had also been cracked a couple of inches.RELATED: How to save a dog from a hot car (if you're a Californian)When the vehicle's owner returned, the man who reported the situation confronted her. The woman told him she was from Oregon and it's common to leave dogs in the car.Her dog was reportedly fine and not under distress, despite spending two hours in the hot car.In California, it's illegal to leave a dog inside a hot car in dangerous conditions. The law was passed after several instances of dog deaths due to being left in cars on hot days. 1015

SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. SAN DIEGO (KGTV) - A Seattle man injured in an ATV accident in Mexico has died in a San Diego hospital, according to his family.Chad Carrico was on a cruise October 10 when he chose to leave the ship for a day trip in Ensenada.Carrico and friends rented ATV’s, according to his mother Theresa. While using the vehicles, Carrico hit something and lost control.“He flew over the handles and the ATV rolled on top of him and crushed him,” said Carrico.RELATED: San Diego woman celebrating birthday in Mexico?injured in parasailing crashCarrico suffered severe liver damage, a punctured lung, and internal bleeding. He had surgery at Velmar Hospital in Mexico and was placed on life support, his family said.The need to return Carrico to the United States became more pressing when his family learned he contracted a dangerous fungus on his nose that could spread to his brain.Carrico was brought back to the U.S. Tuesday night but died at a Scripps Mercy hospital hours later, his family told 10News.The family had started a GoFundMe account to raise money for Carrico's medical bills. SAN DIEGO (KGTV) - About 30 employees and friends of Hess Brewery will shave their heads Saturday to help raise money for pediatric cancer research.The event is a fundraiser for St. Baldrick's, a foundation that focuses on finding a cure for cancer.Brewery owner Mike Hess says the fundraiser is deeply personal, as his daughter Keely has been fighting Osteosarcoma since last August."Help me get rid of this mop! This is the longest my hair has been since I was a kid," Hess says in a video posted to YouTube.The event will be from 2-6 pm at the Hess Brewery and tasting room in North Park. The public is invited, and people can even decide to shave their own heads if they feel so inspired."It breaks my heart," says Beer-Tender Cassia O'Laughlin. "We need money to research so that kids don't have to go through cancer."Childhood cancer affects 300,000 kids per year, according to St. Baldrick's. Hess says he wants to raise 0,000 to help fund their programs.They have been taking donations at the brewery and online for months, with around ,000 already pledged.
