BEIJING, Jan. 14 (Xinhua) -- China's State Council unveiled a long-awaited support package for the auto and steel sectors Wednesday to boost the two "pillar industries".     Under the plan, the government will lower the purchase tax on cars under 1.6 liters from 10 percent to 5 percent from Jan. 20 to Dec. 31 in a bid to stimulate sales.     It will also allocate 5 billion yuan (730 million U.S. dollars) to provide one-off allowances to farmers to upgrade their three-wheeled vehicles and low-speed trucks to mini-trucks or purchase new mini-vans under 1.3 liters from March 1 to Dec. 31. It will also increase subsidies for people to scrap their old cars and will straighten out and cancel regulations that restrict car purchase.     The plan encourages large auto companies, as well as major auto-part makers to expand through mergers and acquisitions so as to optimize resources and improve their competitiveness on the international market.     In the next three years, the central government will earmark 10 billion yuan as a special fund to support auto companies to upgrade technologies, and develop new engines that use alternative energies. The government will offer financial support to promoting the use of energy-saving autos and those fueled by new energies, and support automakers to develop independent brands and build auto and parts export bases.     The plan also urges improvements in the credit system for car purchase loans. More than 93 percent of Chinese vehicles are sold in the domestic market, but less than 10 percent are purchased on credit.     It also requires accelerated upgrading of the steel sector, transforming "big" industry competitors into "strong" international players.     It said the industry needed to eliminate outdated technology, and must not establish new projects that merely add to steel output.     China also needed to increase domestic demand for steel and adopt a more flexible tax rebate policy to keep international markets.     Special funds will be allocated from the central budget to promote technological advancement of the sector, readjustment of products mix and improvements of product quality, according to the plan.

BEIJING, Oct. 22 (Xinhua) -- China called on Vietnam for cooperation in the South China Sea to discover ways to address bilateral disputes over the region.     In a meeting here with visiting Vietnamese Prime Minister Nguyen Tan Dung on Wednesday, Chinese President Hu Jintao proposed the two neighboring countries always keep the overall situation of the bilateral relations in mind and make efforts to strengthen bilateral efforts and properly settle the issues concerning the South China Sea.     "We should make it (South China Sea) a place of peace, cooperation and friendship," Hu said.     Nguyen said Vietnam would insist on the negotiation for the peaceful and lasting resolution of the issue and reduce the differences based on mutual trust, respect and understanding. BEIJING, Oct. 22 (Xinhua) - Chinese Premier Wen Jiabao and visiting Danish Prime Minister Anders Fogh Rasmussen on Wednesday agreed to establish comprehensive strategic partnership between the two nations.     Wen told Rasmussen during their talks that both sides shared strong desire to lift the level of the bilateral mutually-beneficial cooperation, since the Sino-Danish relations had become more mature after experiencing 58 years' development.     Denmark was one of the first western nations to recognize the People's Republic of China, and the two peoples enjoyed profound friendship, Wen noted.     China applauded Denmark's adherence to one-China policy, and was ready to work with the country to increase mutual trust, expand cooperation in science, technology, environmental protection, energy, innovation, culture and other areas, he said. NEW YORK, Jan. 5 (Xinhua) -- The New York Stock Exchange (NYSE)on Monday kicked off its trading session with a special ceremony marking the 30th anniversary of the establishment of diplomatic relations between China and the United States.     In a symbolic move, Stephen A. Orlins, president of the U.S. National Committee on U.S.-China Relations (NCUSCR), rang the market's Opening Bell. He was accompanied by Dr. Henry Kissinger, a key trailblazer and eyewitness for the normalization of U.S.- China relations.     The two countries formally established their diplomatic ties on Jan. 1, 1979.     Zhang Yesui, China's UN permanent representative, said the bilateral relations of China and United States is of great importance, not only to the two peoples, but also to the world peace and security, and the global economic development.     Dr. Kissinger, who visited China in 1971, said he is optimistic about the future of the bilateral relations of China and United States. "It is now a pillar of the international order. And peace and prosperity of the world depend closely on the Sino-U.S. relations," he said.     Talking on areas of further co-operation between the two countries, Dr. Kissinger said first of all China and United States should develop a common solution on how to overcome the current international financial and economic crisis, and develop a program of collaboration to tackle the issue.     And "on the key problems that exist in the world -- proliferation, energy, climate change, environment -- China and United States can be a key to a solution of these problems," he said, "So the strategic dialogues between China and United States should not only continue, but be reinforced and strengthened."     NCUSCR President Orlins called the NYSE celebrating ceremony "a real testimony, not only to the historical events, but also to how far we have come."     "When we established diplomatic relations exactly 30 years ago on January 1st, we could not have imagined that we would have Chinese companies listed on the NYSE, whose market capital is in excess of 800 billion U.S. dollars," Orlins said, "It is just remarkable."     Currently, there are 41 companies from Chinese mainland listed with NYSE, the premier U.S. listing venue for non-U.S. companies.     Duncan L. Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. He also suggestedthe Chinese companies to "stay the course" and stick to the good business when dealing with the global financial crisis and economic downturn.     "There is always years like this in global markets where it is a very very tough ride. I think there are a lot of terrific companies in China. They either already listed or are in the queueto be listed, and we're gonna continue to support them through the ups and downs," Niederauer said, "I believe their fortunes will improve overtime and we just need a long-term outlook of it."     NYSE was the first foreign exchange to receive approval to open a representative office in China. The panda pair will take a chater flight to go to Taiwan on Tuesday if the weather condition is ok.     YA'AN, Sichuan, Dec. 23 (Xinhua) -- A pair of giant pandas offered by the Chinese mainland left here Tuesday for Taiwan.     The pandas left Ya'an, Sichuan, at around 8:20 a.m. in an enclosed truck. They would first be transported to Sichuan's provincial capital of Chengdu, about 120 km from Ya'an, and then be flown to Taiwan.     Before their departure, the pandas had their breakfast – carrot and steamed corn buns.     A brief ceremony was held at the Bifeng Gorge Base in Ya'an before the pair's departure.     Zhang Hemin, director of the giant panda protection center, said at the ceremony he hoped the pair would bring happiness to Taiwan compatriots.     The 4-year-old pandas, Tuan Tuan and Yuan Yuan, have been living at a breeding base in Ya'an, Sichuan Province, since the May 12 strong earthquake which damaged their former home in Wolong.     Qu Chunmao, the pair's keeper in Ya'an, spoke in tears, "I wish them a happy life in Taiwan."     A Taiwan keeper, who would accompany the pair to the island, said the pandas were in good condition.     "They had a good breakfast to sustain them on the long journey," she said.
