SAN DIEGO (KGTV)- The fight continues fort tenants in Oak Park who say they soon won't be able to pay their rent if it continues to go up. The group met with the San Diego Housing Commission Friday morning. Many of the tenants are seniors living on a fixed income. Some of them say they've already seen their rent increased twice this year. "There doesn't seem to be any protections for people like us," says one of the tenants who spoke during Friday's board meeting. "We're on a fixed income; we get a two percent raise every year. My rent was raised by 50 percent."Olive Wood Gardens is a low-income housing complex for seniors and those who are disabled. Tenants say they are scared for their future. "I don't know what to do now," says Kathy Blackstock. "I don't think I can go back to homelessness."They're not only asking help from the San Diego Housing Commission; the tenants are hoping the state would pass Assembly Bill 1482. Last week, a rally was held outside of the complex in support of the bill. It would make it illegal for property owners to raise rents more than seven percent in one year. The Senate Committee is currently reviewing the bill. The San Diego Housing Commission board says they've referred the tenants' comments and information to the staff. They will work on making some progress before next month. 1342

SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood. SAN DIEGO (KGTV)- Two San Diego families were devastated when their dogs disappeared. After days of searching, they found out their dogs were adopted by other families at local shelters. “I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, Cookie, has been missing since Halloween. “It’s been really hard. Life is not the same without him.”After searching day and night, the family got word Cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted. A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted. “We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila. The El Cajon Animal Shelter and the San Diego Humane Society have holding periods of four days for animals with no identification. Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point. That’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society. Both shelters told 10News they notified the adopters but the new families have decided to not return the animals. SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637
