WASHINGTON (AP) — President Donald Trump has signed a bill that makes certain acts of animal cruelty a federal felony, saying it’s important for the nation to combat “heinous and sadistic acts of cruelty.”The Preventing Animal Cruelty and Torture Act prohibits extreme acts of cruelty when they occur in interstate commerce or on federal property.The legislation expands on a 2010 law that targeted videos depicting the crushing or torturing of animals, but that did not prohibit the underlying conduct. Under the new law, the underlying acts of cruelty would be a federal crime.An array of animal rights groups attended a signing ceremony Monday in the Oval Office. WASHINGTON — U.S. government agencies were ordered Monday to scour their networks for malware and disconnect potentially compromised servers after authorities learned that the Treasury and Commerce departments were hacked in a monthslong global cyberespionage campaign discovered when the prominent cybersecurity firm FireEye learned it had been breached. Monday afternoon the Department of Homeland Security itself was added to the list of agencies that have been compromised, according to the Washington Post. The list of victims is expected to grow and could include both more government agencies and private companies. FireEye would not say who it suspected. But many experts believe the operation is Russian given the careful tradecraft. FireEye says foreign governments and major corporations were also compromised. Federal agencies have long been attractive targets for foreign cyberspies. The Department of Homeland Security's cybersecurity arm warned government agencies of an "unacceptable risk" the executive branch. "SolarWinds Orion products (affected versions are 2019.4 through 2020.2.1 HF1) are currently being exploited by malicious actors. This tactic permits an attacker to gain access to network traffic management systems," the emergency directive issued Sunday night reads. SolarWinds is a hugely popular piece of server software. WASHINGTON — President Donald Trump traveled to Kenosha, Wisconsin, on Tuesday -- a city still reeling from social unrest following the shooting of Jacob Blake. Democratic Nominee Joe Biden has not visited yet although he said he was looking into it on Monday. Trump's visit to Kenosha comes days after the president stopped in Louisiana following the landfall of Hurricane Laura. But do presidential visits during a crisis help or hurt the community? "If I was doing his security, I would advise against it," Grant Whitus, a retired SWAT team leader in Colorado said. Whitus has protected presidents in the past and is a Trump supporter. Whitus says when a president comes to town, hundreds of officers need to be reassigned. "Their resources are already stretched to the max trying to deal with this," Whitus added. Many Wisconsin leaders feel the same way. Gov. Tony Evers (D) of Wisconsin wrote to the president unsuccessfully asking him to cancel his trip. Visits to areas in crisis have been a signature of Trump's since taking office. During his 2016 campaign, Trump visited Louisiana and their flood devastation a full four days before siting President Barack Obama made the trip. When asked if Trump was visiting Kenosha for political reasons, White House Press Secretary Kayleigh McEnany said no. "The president is showing up to see hurting Americans," McEnany said. WASHINGTON — U.S. health regulators posted a positive review of Pfizer's COVID-19 vaccine as they near a decision on whether to allow use of the shot. The review posted online Tuesday by the Food and Drug Administration offers the world the first detailed look at the evidence behind the shot, which was co-developed with BioNTech. The FDA review comes before a Thursday meeting where a panel of independent experts will scrutinize the data and vote on whether to recommend use of the vaccine.The vote isn't binding but the FDA usually follows the group's guidance.
