SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. SAN DIEGO (KGTV) — The explosions that shook a La Jolla neighborhood late last week revealed the surface of a much deeper, bitter fight. The detonations happened behind the home of the late Alex Jvirblis, who died in August at the age of 82. Neighbors describe him as a quiet but pleasant individual, and recalled few interactions. Jvirblis had no spouse or children. What he did have, however, was a business called Curtis Technology. It's tucked away in an industrial part of Sorrento Valley. Curtis Technology offers metal forming, cutting and finishing operations, which requires the use of chemicals. A woman named Daksha Dave is listed as its business contact online, and as treasurer with the Environmental Protection Agency. His will gives the state to the full authority to sell, lease, or hold all of his assets. That's where the fight starts. In October, Robert Hockenbrought and Amber Shuey, Jvirblis’ nephew and niece, filed a legal challenge to the Jvirblis Trust. A woman who identified herself as Dave declined comment Tuesday at the Curtis Technology headquarters. Her attorneys did not immediately respond to a request for comment. Hockenbrought is also the one who alerted authorities to the illegally stored chemicals, according to federal search warrants. Then, upon Jvirblis’s death, that employee informed Dave and the alternate executor — also at Curtis Technology — of the chemicals stored at the homes. The warrant says the employee was then told not to worry about it and that he was no longer allowed to go those locations. Hockenbrought said the family would have no comment, citing an ongoing FBI investigation into the chemicals. 2623

SAN DIEGO (KGTV) - The City of San Diego is one step closer to approving the 6.5M purchase of two hotels to permanently house homeless people living in the convention center.When the pandemic hit in March, the Bridge Shelters and Golden Hall were cleared out and about a thousand people were brought into the convention center, according to the mayor's office.The emergency setup allowed for proper social distancing, and resources to request PPE and other supplies.The convention center will be emptied in December to prepare to open for events when it is safe.Since the pandemic, downtown has looked different according to Marshall Anderson, Vice President of Government Affairs with the Downtown San Diego Partnership."I would encourage all of you to walk around downtown so you can see just about how safe and livable it is at the moment ... For too long has downtown acted as the region's homeless shelter. It's nice to see another neighborhood bearing some of the responsibility for sheltering some of our most vulnerable," he said.The city plans to buy two Residence Inn hotels, one in Kearney Mesa, the other in Mission Valley. Together the hotels could house about 400 people and support tenants who are accessing services for mental health and substance abuse issues.During the city's Public Safety and Livable Communities Committee Meeting Wednesday, Mission Valley neighbors voiced their complaints."It's a bad idea, I am absolutely opposed to this project," a man who has lived in Mission Valley for 30 years said."My real concern is obviously the safety of my community but also the safety of the potential residents ... I am just opposed to this idea because it doesn't seem practical for the city and I feel like it opens the city up to a lot of liability in terms of motorist versus pedestrian accidents," a woman living in the same neighborhood added. She is concerned there is not enough transit or pedestrian infrastructure in the area.The people who would move into the hotels, according to the mayor's office, are stable and already accessing services for mental health and substance abuse. SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. SAN DIEGO (KGTV) -- The journey has come to an end for hundreds of migrants seeking asylum in the U.S.A large caravan arrived in Tijuana within the last week and have waited until Sunday to cross the border into San Diego.Late Sunday afternoon, members of the caravan plan to turn themselves in to customs agents seeking asylum.Most of the roughly 400 migrants in the caravan are women and children who have been staying in shelters, seeking legal counsel before trying to cross the border.RELATED: Migrant caravan warned asylum may lead to separation from childrenBorder patrol agents released a statement Saturday saying several groups associated with the caravan have been illegally climbing a scrap metal border fence.The statement warned anyone with the caravan to “think before you act.” The Secretary of Homeland Security also said in a statement earlier this week that anyone seeking asylum “may be detained while their claims are adjudicated.”Protesters say the group is taking advantage of U.S. immigration laws. A group called San Diegans for Secure Borders plans to protest at Friendship Park.They say the migrants are unwelcome and that their claims for asylum are false. A protest was held on both sides of the border Sunday morning.
