MT. LAGUNA, Calif., (KGTV)-- Last weekend, thousands of San Diegans headed to the beaches and mountains to get a breath of fresh air. Many ignored the Governor's stay-at-home order and social distancing.With more snow in the near future, some residents in Mt. Laguna fear tourists will bring in the Coronavirus with them. Children playing in the snow: it's cute and seasonal in East County. But Mt. Laguna resident and business owner Nica Knite says, please stay away. "It's only been a few days people, you could hang at home for a few days. Come on," Knite said. Last weekend, Knite was appalled to see hundreds of cars lined up along Mile Marker 19 on Sunrise Highway. Families seemingly ignored social distancing rules. "The idea of recreating outside and going for a walk might seem like a healthy thing to do. But if people are playing in the snow and someone coughs on that snow and your kid falls onto that same snow, they have the opportunity to contract the virus," Knite said. "So it becomes a giant petri dish of danger."Scientists say COVID-19 could have an easier time surviving and reproducing in colder temperatures. It's because of the large crowds and cooler temperatures that on Sunday, Cleveland National Forest Rangers closed all their campgrounds, day-use areas, and two of their most popular trails: Three Sisters Falls and Cedar Creek Falls. "When you're hiking the trails, they're very narrow, and with the number of people we had, they absolutely could not have any kind of social distancing," Mike Kobliska, Assistant Public Information Officer of the Cleveland National Forest, said. Kobliska says if you are caught in a restricted area, you face a misdemeanor: up to ,000 fine and/or six months in Jail. Mt. Laguna Lodge owner, Tom, says he limits the number of people in and around the store at all times. "If we see somebody sitting too close on our front porch, we ask them to get away, and everybody has been pretty understanding," Tom said. But Park Rangers want people to be even more understanding. Money might be tight this holiday with many working less hours or losing their jobs due to the pandemic, but it's not too late to budget and feel good about the season.November through December is a time when more cash is flowing and cards are swiping at stores.“The average that people spend across the country is about ,000 per holiday season,” said Ryan Freitag, a financial adviser with Edward Jones.Freitag said budgeting is key to preparing for the expected, such as gift buying around the holidays, and unexpected, like financial losses during a pandemic.He said people should simplify expenses and look at spending on a monthly basis to understand how much is needed for necessities, savings and the extras.The same rule of thumb applies to holiday spending. Freitag said people should plan how much can be allotted for gifts and set spending limits before hitting the holiday deals.“Whether it's 0 or ,000, take that money out of a checking or a savings account and even use a prepaid debit card," Freitag said. "That will allow them to keep their spending in check.”Experts typically recommend putting 10% of monthly income toward "fun spending." That number might change during the holidays.To manage the increase, Freitag recommends starting a holiday club savings account as soon as January to start budgeting for this time of year early. He said even putting in a month can be beneficial.“That way by the time holiday season comes you have a block of money that you’ve already designated toward your goal," Freitag said. It doesn’t have to cost money," Carmody said.Instead of buying presents, Carmody suggested making gifts with family. She said the act of creating can help combat anxiety and depression, and even build self esteem in kids.Carmody said quality time is important. The gift of time can be just as meaningful, even if it's done virtually.“You’re growing new memories. You’re making new traditions," Carmody said. "So if we can re-frame it as not something that we’re losing, but maybe as a time of growth, or an opportunity to make new traditions and new memories.”For some, it's the gifts that can't be bought that mean the most.“We don’t need to put a dollar figure to a phone call," Freitag said. "There are a lot of people right now that are alone and isolated. I truly see that as more important than the money that somebody spends right now.”If people are feeling anxious or depressed, Carmody suggests practicing mindfulness, breathing exercises and keeping a routine. (KGTV) — A nursing student's trip to a Starbucks in National City turned into an knock-down struggle and dramatic chase in pursuit of her laptop.With three finals next week, nursing student Jacqueline Ang spent the Friday using a computer at a library Bonita. "Grateful for the resource, but it's not the same," said Ang, who is wrapping up her first year in the nursing program at Southwestern College.It's not the same, because it doesn't have what she really needs: a year of notes. "It's devastating," said Ang.On Monday afternoon, she was studying with her MacBook Pro at a busy Starbucks on E. Plaza Boulevard. "Both earphones are in listening to lectures. One hand on my laptop, and the other hand taking notes," said Ang.Ang says she was at a table near the middle of the Starbucks when an older black teen in a hoodie walked in, and right up to her. He unplugged her earphones and turned to her computer. "Grabs it by the screen, closes it and starts running," said Ang.As the man ran off, Ang screamed to get someone's attention. She then took off after him. "When he's at the door, I'm able to grab him by the hoodie and bring him down. I'm saying, 'Please don't take it. Please don't take it,'" said Ang.On the ground, a struggle unfolded. Ang weighs just over 100 pounds."It's all that's on my mind. 'Omigod, everything I worked hard for is on that thing. I need that. I need to fight for that,'" said Ang.At some point during the struggle, she says the man was able to hand it off to another young man in a hoodie. Ang chased the other man, who slipped into a van in the parking lot. She was close behind, opening a side door. "I see three or four people in the van. I was holding onto the handle, running with the car as they're moving," said Ang.A bystander's short video shows her being dragged, before she let go. The incident left her with a sprained wrist and no laptop, but one big clue. Because Ang made the thieves' plans go awry, a witness was able to get the license plate number.National City Police asked 10News not to release the license plate in order to not endanger the investigation. MIRAMAR, Calif. (KGTV) - Marine Corps Air Station Miramar unleashed the potential of their renewable energy powered grid Tuesday to support San Diego during a heat wave."We've reached a point where we really need to take action to conserve," Jessica Packard, Communications Manager at SDG&E, said. The California Independent System Operator issued a Flex Alert spanning Sunday through Wednesday, which forced SDG&E to begin hour long rotating black outs across the county.Mick Wasco, Installation Energy Manager at MCAS Miramar, said they have a great relationship with SDG&E and heard over the weekend the power grid was at maximum capacity.Wasco said they took action, "although not entirely ready we did whatever we could to get our system online and help support as soon as possible."Wasco said the base has been working on a microgrid for more than a decade. It is powered by three sources: solar, landfill gas in partnership with Fortistar, and a power plant that uses natural gas and diesel, created in partnership with Schneider Electric and Black and Veatch.Wasco said the power plant works smarter, "these are not backup generators, these are generators with the best equipment possible to clean the emissions."The system succeeded Tuesday, eliminating six megawatts of usage from San Diego's grid. That saved about 2,000 homes from going dark."I don't know that everybody knows what we're capable of doing at Miramar and I think the goal is over the next couple years is to demonstrate that," Wasco said.The system has won multiple awards, including the 2019 Secretary of Defense Environmental Award for Sustainability and the Environmental Protection Agency's National Award for Energy in 2015."I think this is only the beginning and we can greatly improve our abilities in the coming years," Wasco said he wants to continue working with businesses and the community to utilize the system the most efficient and beneficial way possible.The system was initially needed to power the base during a disaster. The Navy calls for bases to be able to power themselves for two weeks. MCAS Miramar can power themselves without extra supplies for three weeks.Wasco said if they did get supplies, like diesel, they could potentially power themselves indefinitely. 2280
