YEKATERINBURG, Russia, June 15 (Xinhua) -- President Hu Jintao on Monday expressed China's readiness to work with Uzbekistan to push forward their relations of friendship, cooperation and partnership.     At a meeting with Uzbek President Islam Karimov here, the Chinese president said relations between China and Uzbekistan have witnessed healthy and stable growth since the two countries established friendly and partnership relations in 2005.     The two countries have maintained frequent high-level exchanges, deepened their political mutual trust and expanded cooperation in such fields as trade, economy, energy, security and culture, he said. Chinese President Hu Jintao (R) meets with Uzbekistan's President Islam Karimov in Yekaterinburg, Russia, June 15, 2009.    They have supported each other on major issues of respective concerns, conducted robust cooperation in the United Nations, the Shanghai Cooperation Organization and other multilateral organizations, and contributed to promoting peace and stability in the region and the world at large, Hu said.     He said China highly values its relations with Uzbekistan and stands ready to implement the existing agreements and consensus between the two countries so as to strengthen their relations of friendship, cooperation and partnership.     Hu proposed that the two countries give full play to the intergovernmental economic and trade cooperation committee, boost cooperation in trade, economy, transport, energy, telecommunications, light industry and agriculture, and maintain the momentum for the growth of two-way trade to promote social and economic development of both countries.     Hu said the global financial crisis is still spreading, posing grave difficulties and challenges for China's economic development.     In order to tackle the crisis and maintain steady and relatively fast growth of the economy, China has timely adjusted its macroeconomic policies and adopted a package of measures to further expand domestic demand and boost economic growth, Hu said.     These measures are being implemented and have started to take effect, he said.     China is confident of overcoming the difficulties, achieving the steady and relatively rapid growth of its economy and contributing to the recovery and healthy, stable development of the global economy, Hu said.     China stands ready to strengthen exchanges and cooperation with Uzbekistan in the financial sector, jointly guard against global financial risks and promote the healthy and stable economic and financial development of both countries, he said.     Karimov, for his part, said Uzbekistan appreciates its relationship with China, which features friendship, mutual trust and cooperation.     Uzbekistan appreciates China's continued supply of aid over a long period of time, especially the sincere help and support provided by China at times of hardship for Uzbekistan, he said.     Amid the current global financial crisis, Uzbekistan is ready to strengthen cooperation with China in such sectors as the economy, trade, energy and natural resources to jointly tackle the financial crisis.     Uzbekistan is willing to strengthen cooperation with China within the framework of the Shanghai Cooperation Organization (SCO) and enhance coordination in international affairs, Karimov said.     Uzbekistan firmly supports China on the issue of Taiwan and issues related to Tibet, he said.     The Chinese president arrived in Russia's Ural mountain city of Yekaterinburg on Sunday for the annual SCO summit, which will discuss how to tackle the international financial crisis and expand cooperation in the political, economic and security fields, and in other areas, among member states.     Founded in 2001, the SCO consists of China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. BEIJING, June 25 (Xinhua) -- Chinese Premier Wen Jiabao said on Thursday that China and Germany should join hands to combat trade and investment protectionism.     The premier made the remark during a telephone conversation with German Chancellor Angela Merkel in which the two leaders also discussed bilateral ties and other issues of common concern.     Wen said cooperation between China and Germany, both among the world's major economies, is developing smoothly in a variety of fields.     He said the two sides should continue to handle their relations from a strategic and long-term perspective, and keep up high-level exchanges. The two nations, Wen said, also should strengthen communications and coordination to push for a healthy and stable development of their bilateral ties.     China, Wen said, always adheres to a win-win strategy in opening to the outside world and insists on the maintenance of a fair and open market environment. He said China would never discriminate against foreign enterprises or products.     The premier said China's determination to cope with climate change is firm, its operations active, and its measures effective. China, Wen said, is ready to enhance collaboration with Germany in developing new and renewable energy and maximizing energy efficiency.     China also will participate in related negotiations and work with other countries to help bring about positive results at the December UN Conference on Climate Change in Copenhagen, Wen said.     Merkel said Germany is very satisfied with the development of China-Germany relations. She said Germany is ready to work with China to maintain high-level exchanges, strengthen trade and economic cooperation, and oppose trade and investment protectionism.     Germany also is prepared to jointly deal with the challenges brought about by the global financial crisis and advance bilateral ties, she said.     Merkel said she hoped that the two countries would strengthen communications and jointly tackle the issue of climate change.

BEIJING, July 2 (Xinhua) -- Chinese Vice Premier Zhang Dejiang on Thursday called for technical upgrades to enhance workplace safety and improve emergency rescue systems.     When visiting an exhibition on workplace safety and emergency rescue equipment held by the State Administration of Work Safety, Zhang pointed out that workplace safety is closely related to the interests of the people and the country.     China has kept increasing spending on technical improvements to better workplace safety with advanced equipment, which has played an important role in accident prevention and emergency rescue, he said.     Zhang called for more efforts in technical innovation, scientific management, well-trained rescue teams, and improved emergency rescue systems to improve workplace safety.

BEIJING, May 11 (Xinhua) -- China released a detailed three-year plan to stimulate its nonferrous metal industry focused on industrial restructuring and technology innovation, the State Council, or the country's Cabinet, said here on Monday.     The nonferrous metal sector should keep a steady operation in 2009, and achieve a sustainable development by 2011, according to the plan.     The country would encourage regrouping among nonferrous metal companies to sharpen the competitive edge of the whole industry, the plan said.     Three-to-five nonferrous metal corporation would be formed out of industrial reconstructing by 2011 with advanced production capacity and technology innovation capability.     Combined copper output of top 10 domestic producers should take up 90 percent of the country's total by 2011, aluminum output 70 percent, lead 60 percent, and zinc 60 percent, according to the State Council.     The government would also encourage the exploitation of nonferrous metals both at home and abroad, supporting companies to invest in mines overseas -- either on their own or with foreign parties.     The country would help with capital injection and foreign reserve application concerning overseas projects.     The export rebate policy would be a "proper" and "flexible" one to encourage nonferrous products with high technology and high added values, according to the plan.     The State Council also laid out guidelines to eliminate obsolete capacity and digest over capacity. No new project to develop electrolytic aluminum will be allowed in the next three years, the plan said.     The country would put strict control on the production of copper, lead, zinc, titanium and magnesium.     At the same time, China aims to save 1.7 million tonnes of coal and 6 billion KWh of electricity per year, as well as reduce sulfur dioxide by 850,000 tonnes annually as part of industrial upgrading for the nonferrous metallurgy sector.     China was the largest producer and consumer of nonferrous metals with total output of ten major nonferrous metals reaching 25.2 million tonnes and total consumption at 25.17 million tonnes in 2008.     The country's nonferrous metal industry received a severe blow from the global economic downturn after keeping high-speed growth for nearly a decade.     Statistics released by the China Nonferrous Metals Industry Association showed aggregate profit of China's nonferrous metal producers fell 45 percent last year to 80 billion yuan (11.73 billion U.S. dollars).     Along with the support plan for the nonferrous metal sector, the State Council has unveiled stimulus packages for 10 industries since January, such as machinery-manufacturing, electronics and information industries, the light industry and petrochemical sectors.

TOKYO, June 7 (Xinhua) -- Japan and China vowed to promote cooperation on the topics of environment protection, technology trade and intellectual property rights (IPR) protection during their second high-level economic dialogue held here on Sunday. "China attaches great importance on saving the energy and protecting the ecology, while Japan has broad experience and advanced technologies on these areas," said Zhang Ping, chairman of China's National Development and Reform Commission, "So the two countries can achieve win-win results through close cooperation." They should have huge potential for cooperation to tap into the vast market both inside and outside China," according to Chinese Commerce Minister Chen Deming.     Chen said China will continue to promote overseas business of SMEs and hoped Japan can help facilitate the process by measures such as easing visa controls.     Chen and his Japanese counterpart, Toshihiro Nikai, minister of economy, trade and industry, also talked on strengthening 3G telecommunications network building, opening up source code software and software and IT service outsourcing, as well as the compulsory certification system for information security products that Chinese government planned to introduce.     They signed a memorandum and established for the first time a working group to protect intellectual property rights (IPR).     "The working group will focus on information sharing of laws and regulations with regards to IPR, as well as the experience in the law enforcement," Chen said.     "Japan is a very advanced country in terms of IPR protection and we believe there are many experiences that China can learn," he added.     He said through efforts in recent years China has established its own IPR protection system. "China, as a developing country, will face a lot of problems in the process of enforcement, but we will not shun such problems."     "China and Japan have a broad range of economic cooperation. We will use the working group mechanism to solve problems in respect of IPR protection," Chen said.     The memorandum signed by Chen and Nikai stipulates that the intellectual property working group meet once a year. Nikai asked that the working group convene its first meeting by the end of the year.     The one-day dialogue, co-chaired by Wang and Japanese Foreign Minister Hirofumi Nakasone, was attended by senior officials from the two countries.     The dialogue mechanism, first held in Beijing in December 2007, was jointly launched by Chinese Premier Wen Jiabao and then Japanese Prime Minister Shinzo Abe during Wen's trip to Japan in April 2007.
