There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. He still has a number of permits to obtain. They're administrative, but he estimates it'll be about four months before he breaks ground.   1771

Today would be a normal drive to work for Amelia Caceres — except her house is surrounded by police tape. Adrian Perez helped her get out, both still in shock after hearing the brand new bridge outside their home collapsed."We were some of the first people on the front,” Caceres said. “And we saw the cars crushed underneath it was really horrifying, so it was really scary.”“My mind just does not captivate that that happened,” Perez said.Caceres and Perez saw the scene unfold, in disbelief. “It’s kind of like surreal,” Perez said. “Like it was a movie. There was a woman — I guess that she was trapped in the car like under the car .. she was crying hysterically. It was just really strange.”What made it even more strange for these two is that they had just watched the bridge go up days before.“It was just up. It was done,” Caceras said. “And it seemed almost like it was amazing that they had done it so quickly.”The bridge was designed to provide a safe way for students at Florida International University, like Perez, to cross a busy highway."I was really excited about this bridge because I was like finally I won’t have to go through the death trap that is eighth street crossing," Perez said. "Now, that’s kind of ironic."Carlos Devarona lives less than a mile away, and travels the street every day.“You have a blind faith in construction,” Devarona said. “You never think something like this is going to happen.”Watching the scene left him with even more questions, specifically why officials chose to perform a stress test in the moments before the collapse. “Not above live traffic  — you don’t do that,” Devarona said. “It just should never happen.”As investigators work to answer the many questions surrounding the collapse, Perez and Caceras, like so many others, wait for answers.“I’m sure that they did what was needed to get done,” Perez said. “I don’t think anyone would do something like this purposefully. There have been plenty of presidential elections when Nebraska hasn't cross too many minds. After all, it's a relatively conservative state where President Donald Trump won by 25 points in 2016. But this election, Democrats aren't forgetting about Nebraska, or more specifically, Omaha. DOING THINGS DIFFERENTLY Nebraska and Maine are the two states that award their Electoral College votes based off results in individual congressional districts. For instance, in 2008, John McCain and Barack Obama both received Electoral College votes from Nebraska. In Nebraska, two Electoral College votes goes to the statewide winner and one Electoral College vote goes to the winner in each of the state's three congressional districts. A total of five Electoral College votes is at stake. While Trump will again carry the statewide vote and two of the state's congressional districts, it is unclear what will happen in the 2nd Congressional District, which includes Omaha, Nebraska. Democrats believe there is a chance. "For whatever the reason, there are a lot of Democrats and independents saying they are going to vote for Biden," Bob Kerrey, the former Democratic governor and U.S. Senator from Nebraska, said. Republicans aren't conceding by any stretch, although they acknowledge it will be close. "We have more people than ever with boots on the ground knocking on doors," Theresa Thibodeau, chair of the Douglas County GOP, which includes Omaha, said. HOW IT COULD COME DOWN TO OMAHA If the election is close, there is a scenario where it all comes down to Omaha. If the projections in most states hold true -- and Trump wins the swing states of Florida, Georgia, North Carolina, Ohio, Pennsylvania & one congressional district in Maine and Joe Biden wins the battleground states of Arizona, Michigan, Nevada and Wisconsin -- how Omaha votes could decide the election.
