SAN DIEGO — When the pandemic hit, hundreds of people living in San Diego's bridge shelters moved into the convention center, where they could spread out. More than six months later, they're still there. And it's the site of a Coronavirus outbreak.This month, 115 people living in the convention center tested positive for the the virus, and have moved to county-supplied hotel rooms for isolation.The remainder of the roughly 800 residents continue to live on site, now a one-stop shop of services including meals, laundry and finding permanent housing.Bob McElroy's Alpha Project is one of the city contractors serving the shelter.“It saved hundreds of people's lives, we couldn't have operated in the close proximity that we were in with the bridge shelters and Golden Hall and other facilities so it saved lives and I can't put a cost on that,” McElroy said.But the cost is now coming under scrutiny.From April through December, the city budgeted million to the convention center shelter, though most of that is via federal and state funds dedicated to COVID or homelessness. The city is now spending .6 million per month to rent the convention center from its own nonprofit.The Union-Tribune reports that in November, the city spent 0 dollars per person per day for about 900 residents, totaling .7 million.Now with the new outbreak, a group is renewing calls to close the center and place the residents in county-secured hotels subsidized with federal money to stop the spread.“We could have kept several hotels open and the staff employed and put the money back into the local community,” said activist Shane Parmely.The county has secured 806 hotel rooms for people to isolate, about a third of which are currently occupied.In a statement, the city said it will continue to work closely with the county to ensure it is providing the best protection and medical care in accordance with public-health guidelines. SAN DIEGO — A University City rabbi says a teenager on a bicycle hit him over the head and yelled a racial slur Saturday, steps from his synagogue.Rabbi Yonatan Halevy, of the Shiviti Congregation, says this was the latest in a series of incidents by a group of teenagers targeting his congregation that has increasingly escalated. "Everyday they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy moved the congregation of 44 families into a 3,300 square-foot space on the southwest corner of the UC Marketplace shopping center to allow for enough social distancing to celebrate the High Holy Days amid the Coronavirus outbreak. He says the group of teenagers routinely causes a nuisance on the property, but seems to single out his congregation, formally called Kahillet Shaar HaShamayim. On Saturday, Halevy says he was walking to synagogue with his father on Governor Drive, when one of the teens recognized them. He says the teen biked over, hit the rabbi over the head with a closed fist, called him the N-word and yelled a variation of white power before biking away. "I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. Halevy called 9-1-1 and said police officers arrived 45 minutes later. They did not make an arrest, but he told them about the series of incidents. The congregation has also designated some of its members as security guards. The incident comes amid an increase in anti-Semitism in the United States. Last year, a 19-year-old allegedly entered the Chabad of Poway Synagogue, killed one congregant and injured three others, including a child. On Monday, Halevy said he met with four officers, including a San Diego Police detective and a community relations officer. He says they pledged to increase resources to the case and are going to search for the teens, getting school police involved. A police spokesman said it would be investigated as a hate crime. SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SAN DIEGO (AP) — A judge in San Diego ruled Thursday in favor of media outlets and ordered the unsealing of 17 search warrants containing details about a synagogue shooting in a San Diego suburb that killed one worshipper and injured three others, including the rabbi.Superior Court Presiding Judge Peter Deddeh said he will review the documents with prosecutors and redact the names of witnesses and investigators before releasing them next week.Deddeh said he saw no legal reason why the warrants should remain sealed.
