(KGTV) - What a difference books can make for the learning and growth of a child. 10News Anchor Kimberly Hunt returned to Imperial Beach Charter School, where students can’t get enough of reading. Nine months ago, they were surprised with a donation of 1,800 books, made by 10News employees and the Scripps Howard Foundation. Each child was able to select two books of their own, with the rest going to the library and classrooms. “Last year, I didn't like to read. But this year I love to read," said 7-year-old Diego. His favorite book is "Hoot Hoot".“It's about owls. They're having a little party," he said.Seven-year-old Adriana loves the adventure of a good book. “My favorite thing about reading is you can imagine stuff while you're reading the book," she said. Her favorite book is "My Weird School". Principal Melissa Griffith says the books have made all the difference to students.“The opportunity for them to learn sounds, to learn words, to take adventures within books, there's really nothing like it and it's so beneficial for our students," said Griffith. “Our students enjoy the books greatly. In addition to that, it allows for additional books to be in our library and also in our classrooms. So in the hands of kids is what we want, and we're so appreciative of that." 1320

House Speaker Nancy Pelosi says she will keep the House in session until another round of COVID-19 stimulus passes through Congress.Pelosi made the comments Tuesday morning during an interview on CNBC."We are committed to staying here until we have an agreement — an agreement that meets the needs of the American people," Pelosi said, according to CNN. "We're optimistic that the White House at least will understand that we have to do some things."Rep. Hakeem Jeffries, D-New York, the chairman of the House Democratic caucus said during a press conference Tuesday that the caucus remains committed to staying in session until Congress passes a "meaningful" stimulus package.The House is slated to remain in session through Oct. 2. Traditionally, lawmakers would then return to their districts to begin campaigning ahead of election day.Congress has passed several COVID-19 stimulus bills since the pandemic reached the U.S. in February. However, key provisions of the largest stimulus bill, the CARES Act, expired weeks ago. Among those were 0 weekly benefits to those on unemployment.Even though unemployment remains historically high in the U.S. both the House and Senate adjourned for their annual August break.In May, the Democrat-led House passed the HEROES Act, a trillion stimulus plan that would, among other things, extend unemployment benefits through the end of the year. That bill has not been considered for passage in the Senate.During his press conference Tuesday, Jeffries said Democrats would be willing to cut the funding they proposed in the HEROES Act by a third. IMPERIAL BEACH, Calif. (KGTV) - Early Sunday morning, 63,000 gallons of sewage spilled into Tijuana River. A representative with U.S. Section of the International Boundary and Water Commission tells 10News the spill came from the potable water Planetary Aquaduct around 4:30 am. They say Pump Station CILA was unable to divert water from this event and a trans-boundary flow of approximately 63,000 gallons occurred at around 4:30 am. The transboundary flow contained treated and untreated wastewater in addition to storm water runoff and groundwater that has made its way to the Tijuana River. Pump Station continues to operate and no transboundary flows are currently present. 686

House Speaker Nancy Pelosi and Rep. Jamie Raskin, D-Maryland, introduced legislation Friday that establishes a Congressional commission that would be able to investigate a President's health under the 25th Amendment.While President Donald Trump's health has come into question following his COVID-19 diagnosis, Pelosi and Raskin insisted that while Trump's health prompted their bill, it would not be used to remove him from office.Instead, Raskin said the commission would be a bipartisan effort that would be set up in case the health of other presidents came into question.Passed in 1967, the 25th amendment to the U.S. Constitution spells out the presidential line of succession.The amendment has four sections:1- When a president dies or resigns, the vice president finishes the term.2- When there is a vice presidential vacancy, the House and Senate votes to confirm a replacement nominated by the president.3 - When a president needs to temporarily cede power, he or she can hand the duties to the vice president who then becomes the acting president.4 - The vice president and a majority of secretaries can vote to remove the president if the president is "unable to discharge the powers and duties of his office. The section also grants power to a body "established by Congress" to invoke the amendment and transfer power to the Vice President.Raskin said his bill would establish that "body" that could investigate the health of the president. For Congress to invoke the 25th Amendment, the Speaker of the House and the President pro tempore of the Senate must provide "written declaration" that the President is "unable to discharge powers and duties of his office." Sen. Chuck Grassley, R-Iowa, is the current President pro tempore and will unlikely make such a declaration. In addition, the President could object to the Congressional body's findings. Reports surfaced later on Thursday that the House is planning to introduce legislation to institute a commission to evaluate the president's health.Pelosi then criticized the White House for not stating the president last submitted a negative coronavirus.“I think that the public needs to know the health condition of the President. There’s one question they refuse to answer. Before he got the virus and admitted to it, when was his last negative test? When was his last negative test? House Speaker Nancy Pelosi’s office is responding to criticism after she got her hair done inside a San Francisco salon, amid a citywide coronavirus restrictions on salons.A statement from her office acknowledges Pelosi and her staff relied on the information provided by someone at the salon about what was allowed by the new city regulations that went into effect last Friday, according to multiple outlets.The statement came after Fox News shared a video showing Pelosi inside the salon. Fox talked to the salon’s owner, Erica Kious, who told the news outlet, “it was a slap in the face” that Pelosi could go in and “get her stuff done” while the owner and others can’t work.Kious said it was an independent stylist who rents a chair from her."This business offered for the speaker to come in on Monday and told her they were allowed by the city to have one customer at a time in the business," Pelosi's Deputy Chief of Staff Drew Hammill said in the statement.
