SAN DIEGO (KGTV) - On Monday, San Diego City Attorney Mara Elliott announced that the courts officially ordered the closure of a notorious independent living facility home off Ewing Street in the College Area, following a lawsuit brought by the City last November.“The circumstances were egregious,” Elliott told ABC 10News on Monday. She said the facility is no longer allowed to operate anywhere in San Diego County.“It was filthy. There were bed bugs. There were roaches. The air quality was not good,” she added. Officers had reportedly been called out nearly 300 times for issues like disturbing the peace and suicide threats.Now, the facility’s manager, operator and owners are ordered to pay a collective 7,000 in fines and restitution for victims.Eric Ching represents the homeowners who claim they had no idea the property was being used as an independent living facility. “They’re in Hong Kong. They’re elderly…they own this property [and] have a property manager that was supposed to manage this property. They were unaware of this problem until last year,” he told ABC 10News.Generally, independent living facilities provide the most vulnerable people with a last chance for housing before becoming homeless. This house had ten people living inside using disability checks to pay rent of up to ,000 a month.Elliott said the closure was part of a bigger crackdown. “It is one of our biggest objectives at the City Attorney's Office. We feel like we're the office that can stand up for the little guy…the most vulnerable [person] who otherwise would have nobody else to call,” she added.Elliott said that the facility’s operator, Mark Rogers, is charged with elder abuse and threats in a separate criminal case, which is still unresolved in the courts.ABC 10 News reached out to the attorneys for the other parties involved and are waiting for replies. 1875

SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. SAN DIEGO (KGTV) - Police are investigating the death of a child at a Tierrasanta home Tuesday.San Diego Police responded to the 3100 Block of Minuteman St. just before 11 a.m. to reports of a four-month-old child not breathing. When paramedics arrived, they began CPR on the infant.First responders were not able to revive the child.Police do not suspect the death to be criminal in nature at this point. However, police said since they are still not sure what led to the baby's death, they are investigating.The child died in a home in a military housing neighborhood.  624

SAN DIEGO (KGTV) — Philadelphia Eagles running back Darren Sproles has announced he will retire from football at the end of the 2019 season, the Eagles announced Saturday.Sproles spent 15 years in the NFL, racking up 3,552 career rushing yards, 4,840 receiving yards, and 55 total touchdowns. He was a three-time Pro Bowl running back and spend six seasons in San Diego with the Chargers before heading to the New Orleans Saints and lastly Philadelphia.The 36-year-old Sproles told reporters he's at peace with his decision to retire. SAN DIEGO (KGTV) — One of San Diego's most popular taco stops plans to expand across the county.City Tacos, which started in 2014 in North Park and added a La Mesa location in 2017, is preparing to open in four more locations around San Diego County. The shop is heading to Imperial Beach, Encinitas, Pacific Beach, and the Sorrento Valley area, according to City Tacos owner Gerald Torres."We've been expanding as rapidly as we can while being responsible," Torres said, noting when he used to open a store, he did so, "quietly and let people trickle in and take care of them."RELATED: List: San Diego's best Mexican restaurantsThe opening of the Imperial Beach location, however, will see a bit of a different welcoming. Free tacos will be given to the first 200 customers during its opening. In IB, the location will partner with local craft brewery Mike Hess to feature a 6,500-square-foot taco shop and beer garden just steps from the beach on Ocean Lane. Customers can expect many of the delicious taco creations found at other City Tacos locations, with the added benefit of pairing them with Mike Hess brews.To open, the IB stop will also offer tacos from local IB Street Tacos, including the carnitas, pollo asado and cameron enchilada tacos.
