SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. SAN DIEGO (KGTV) — San Diego County reported 625 new coronavirus cases on Saturday, the region's second-highest daily increase of cases reported by officials.San Diego County's new cases reported a 6% positive rate out of 10,290 tests. Of the county's cases, 2,180 (9.4%) have needed hospitalization. Health officials add that 2.5% of all cases and 26% of hospitalized cases have been moved to the ICU.An additional six deaths due to COVID-19 were also reported, the county said. The deaths occurred between July 8 and July 16, and included four women and two men whose ages ranged from 60 to mid-90s. All had existing chronic conditions, the county said. SAN DIEGO (KGTV) - Ridesharing companies like Uber and Lyft could shut down in California as early as Friday due to a judge's ruling ordering the companies to classify their drivers as employees, not contractors. Uber and Lyft have warned their users and drivers about the possible shutdown. Both companies have appealed the ruling. The issue stems from Assembly Bill 5, a law that classifies contractors as employees, giving them the right to unionize, have access to minimum wage, overtime, paid sick leave and workers compensation benefits. Some Uber and Lyft drivers are in favor of AB5, but many others say they would like to continue working as independent contractors because of the flexibility the job allows them. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090

SAN DIEGO (KGTV) - San Diego area fire agencies are boosting staffing levels ahead of what may be the worst Santa Ana wind event this year. The intense weather situation, due to start Tuesday night and last through Thursday, has crews working extra shifts. Cal Fire San Diego has nearly all of its 500 firefighters on duty to staff equipment and fill support roles, an agency spokesperson said on behalf of Chief Tony Mecham. Check 10News Pinpoint Weather ConditionsAlthough the agency is supporting other fires across California, the Regional Coordination Center in Riverside has limited the number of resources sent out of Southern California, Cal Fire reported. Cal Fire also brought 150 out-of-state fire engines to California. San Diego County has an additional 15 fire engines, five patrols, six water tenders, and support elements including a Cal Fire communications unit. The California Office of Emergency Services also announced Tuesday it was coordinating to pre-position fire equipment and personnel ahead of Santa Ana conditions. Two strike teams consisting of five engines are staged in San Diego County, along with a helicopter. The San Diego Fire-Rescue department said staffing would be increased Wednesday morning at 7 a.m. due to the wind event.Two firefighting helicopters are available around the clock, according to spokesperson Mónica Mu?oz.
