SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) — San Diego County reported 634 new coronavirus cases on Friday, the highest number of new cases reported over one day thus far.The new cases were out of 9,224 tests reported to the county on Friday — a 7% positive result — and bring the region's COVID-19 case total to 22,489 cases.County health leaders also reported seven more deaths due to the virus on Friday. The victims died between July 7 and July 15 and include three women and four men, whose ages ranged from early 50s to mid-90s. All had existing chronic conditions. The county's death toll is now at 472 deaths.Two new community setting outbreaks were also reported, both traced to restaurants, the county says. The county does not name the businesses that community outbreaks are traced to, officials have previously said. In the past week, there have been 13 community outbreaks — nearly double the county's trigger of seven outbreaks in seven days.RELATED: Gov. Officials say the county's target rate is under 8%.But the county says it's still falling short on its case rate (154.3) and case investigation (24%) triggers. San Diego's case rate trigger is greater than 100 cases per 100,000 people over 14 days, while the trigger for investigations is 70% or less within 24 hours of notification over seven days.The county is also still well above the state's case rate threshold of no more than 100 cases per 100,000 people, or more than 25 cases per 100,000 people and higher than 8% positivity.The new numbers come as California announces that counties that are on the state's watch list for 14 consecutive days will not be allowed to reopen for in-person school in the fall. SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. I woke up. When I woke up, my bed was on fire. I jumped out of bed and started screaming the house is on fire," Romero said after the blaze.One witness told 10News he could see one of the victims reaching through the bars in the windows, unable to escape the fire."The minute I stepped out of my restroom, my house on the inside felt warm, like really warm. SAN DIEGO (KGTV) -- San Diego County sheriff's deputies fished a man out of the ocean in Del Mar who they say rammed a Border Patrol truck at the end of a dangerous chase.According to the San Diego County Sheriff's Department's North Coastal Station, it all started when deputies tried to pull the man over in a blue Smart car driving with no lights or a license plate.The driver failed to stop and took out a road sign then drove the wrong way down Coast Boulevard in Del Mar around 1:30 a.m. Thursday.A few minutes later, the man crashed into a Border Patrol truck at the dead-end of 15th Street. No one was inside the truck at the time.Border Patrol agents spotted the driver running towards the beach.The man jumped over the bluffs' edge and plunged naked into the water, where he spent two hours in the surf.He was taken into custody after he was fished out of the ocean by a Border Patrol boat around 4:15 a.m.Deputies are currently attempting to identify the suspect. 982
