The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The first day of fall is just one week away and restaurants are preparing to take another hit.“A lot of us are going into these months thinking, you know, how many more days can I survive until I have to close my restaurant?” said Kevin Boehm, a co-founder of the Boka Restaurant Group, an independent restaurant coalition.Boehm is also a restaurant owner in Chicago, where COVID-19 restrictions have slashed indoor capacity. And he says outdoor seating won't be possible much longer.The National Restaurant Association surveyed owners around the country. About three quarters say they're using patio space right now and hope to continue doing so for a least a few more weeks.Outdoor dining is bringing in nearly half of their daily sales but keeping customers outside will soon get more costly.“Equipment for outdoor dining, especially when it gets cold, get expensive, be it a tent for a parking lot, be it heaters or anything like that, that starts adding up in costs,” said Mike Whatley, VP of State and Local Affairs at the National Restaurant Association.The association wants local governments to start grant programs for buying that equipment to keep temporary regulations in place that allow for more outdoor service.The coalition hopes to see increased indoor capacity for cooler months. They're also lobbying for Congress to pass the Restaurants Act, which would create a 0 billion grant program for independent restaurants.Boehm says there could be rolling closures through the winter.“By the time we get to next summer, we're going to be looking at a much smaller array of restaurants, a lot less choices, a lot more chains, and the independent restaurant is going to be an endangered species,” said Boehm.The National Restaurant Association says owners that are innovative are the ones that will make it through this crisis. 1849

  

The Broadway League, the trade association that regulates theater performances in New York City, said Monday that all Broadway shows would be canceled through the end of 2020 due to the coronavirus pandemic.The group says that those who have purchased tickets to shows before Jan. 3, 2021 will automatically receive an email detailing refund and exchange information."Every single member of our community is eager to get back to work sharing stories that inspire our audience through the transformative power of a shared live experience," Thomas Schumacher, the Broadway League's Chairman of the Board, said in a statement released Monday. "The safety of our cast, crew, orchestra and audience is our highest priority and we look forward to returning to our stages only when it’s safe to do so. One thing is for sure, when we return we will be stronger and more needed than ever.”“Our membership is working closely with the theatrical unions and in concert with key experts and some of the greatest minds inside and outside of the industry to explore protocols for all aspects of reopening. We are focused on identifying and implementing necessary measures that will enable us to resume performances safely for Broadway audiences and employees,” Charlotte St. Martin, the president of the Broadway League, said in a statement. “We are determined to bring back the people who rely on this industry for their livelihood, and to welcome back all those who love this vital part of New York City, as soon as it is safe to do so. "Broadway performances in New York shut down on March 12, the day before President Donald Trump declared the pandemic a national emergency.
