DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. DENVER — A passenger’s vaping device is being blamed for a fire that disrupted operations at Denver International Airport last month.According to a Friday release from the Denver Fire Department, the dissembled device was inside the passenger’s travel bag when it caught fire as it passed through a TSA X-ray machine in the south checkpoint the evening of Jan. 30.The screening process was not a contributing factor in the fire, the release said.Airport officials released surveillance video of the incident Friday. The video, viewable above, shows a crowded security line just before the fire sent hundreds of passengers and TSA agents running.The fire was quickly put out by using a nearby portable fire extinguisher. However, the incident prompted DIA officials to temporally halt train service and security screening, causing significant delays throughout the airport.Fire investigators say the device’s exposed lithium-ion battery likely made contact with conductive materials in the bag, causing the battery to create a “dead short.” The short caused the battery to heat up combustible materials within the bag, leading to the fire.The fire was determined to be accidental, and no charges were filed.The FAA prohibits electronic cigarettes and vaping devices in checked bags, but the agency does allow the devices to be carried in a carry-on bag. However, many airlines have policies regarding the possession or use of these devices onboard aircraft. 1474

It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now. Monday night, the Del Mar City Council approved the encroachment permit, allowing SANDAG stabilization of bluff to move forward in September. 1957

He was convicted last year on 10 counts, including not reporting income to the IRS.According to court records, Wyatt surrendered his federal firearms license in 2012 for unspecified violations but continued to sell guns from his store by working with another gun shop that had a license. Prosecutors said Wyatt entered sales from his store into the computer system as "miscellaneous" instead of gun sales and had customers go to the other store to fill out the background check paperwork.The court found that a total of 490 guns were involved in Wyatt's illegal operation, all of which the court ordered forfeited. 938
