(AP) — Automated alerts from the fledgling West Coast earthquake early warning system are ready to be used broadly by businesses, utilities, schools and other entities but not for mass public notification, officials said Wednesday."We're making a large change from a production prototype in pilot mode to an open-for-business operational mode," Doug Given, earthquake early warning coordinator for the U.S. Geological Survey, told a press conference at the California Institute of Technology.The system being built for California, Oregon and Washington detects that an earthquake is occurring, quickly analyzes the data and sends out alerts that may give warnings of several seconds to a minute before strong shaking arrives at locations away from the epicenter.RELATED: The Great ShakeOut to shake up SoCal ThursdayThat can be enough time to automatically slow trains, stop industrial processes, start backup generators, pause a surgery or send students scrambling for protection under desks and table.Pilot programs involving select users have been underway for several years."The system is not yet finished, it's not complete, there is a lot of work to be done, however there is a lot of capability in the system as it exists today to the point it can definitely be used," Given said.The sensor network is about 50 percent complete and funding has been secured to complete it in California in the next two years and get two-thirds of the way built out in the Pacific Northwest, he said.Another key development occurred Sept. 28 when a new generation of ShakeAlert software was deployed.RELATED: State's next big earthquake could be in SoCalGiven said among its important improvements is reduction of false and missed alerts. False alerts typically have occurred when a large quake elsewhere in the world is detected by a sensor and is mistaken for a local temblor."The system performs now much better than it did in the past to the point where it is much more reliable," he said.Officials now want to open ShakeAlert to a wide array of applications and are encouraging potential users to contact the USGS.That doesn't yet include mass public notifications for several reasons, including the fact that current cellphone technology is too slow for timely delivery of notifications."Most folks expect to get the alerts on their phone and that is of course is the preferred way that we'd like to get it into everybody's hands," Given said. "Unfortunately the technology that is built into your phone to send you notifications was not designed with earthquake early warning in mind."Rep. Adam Schiff, D-Calif., who has championed funding of the system, said it will also be important to make sure people know what the alerts mean, what to do when they get them, what not to do and to understand there may be false alarms."The education component is going to be very, very important, but this is a wonderful milestone," he said. "We can now see the end, I hope, in two or three years where the system is fully built out and funded and in operation." 3081
PACIFIC BEACH (CNS) - Firefighters were able to put out a garage fire in Pacific Beach on Saturday.The fire was first reported at 2:05 p.m. in a detached garage at a house on Kendall Street near Roosevelt Avenue, according to the San Diego Fire-Rescue Department. Crews had the fire knocked down a little before 2:30 p.m., a fire dispatcher said.No injuries were reported. The cause of the fire is under investigation. 426

(KGTV) - Dramatic body camera video recorded on the first day of Northern California's Camp Fire shows a Butte County Sheriff's deputy in what he thought would be the final moments of his life. BCSO Deputy Aaron Parmley was driving down Pentz Road in Paradise when his vehicle became disabled due to the firestorm. Parmley got out to run to safety.Fearing that he was about to die, Parmley switched on his body camera to document the situation the morning of Nov. 8.Video shows Parmley walking near a home and down the middle of a road with burning embers surrounding him. Other people, including a nurse and police officer, were walking nearby. Parmley's struggle to breathe in the heavy smoke is apparent.The life-saving moment happened roughly an hour and 14 minutes after Parmley turned on his camera. A bulldozer approached Parmley and the police officer, and both men got inside to be taken to safety.The Camp Fire went on to become the deadliest fire in California history, with 88 fatalities and 196 people missing as of Nov. 29. (CNS) - The Pasadena Tournament of Roses announced that in lieu of the annual parade canceled due to the coronavirus pandemic, it will host a two-hour televised entertainment special on New Year's Day to benefit Feeding America.Event coordinators issued a statement Thursday saying they have partnered with six broadcasters to air the show during the time slot traditionally reserved for live coverage of the Rose Parade. "The Rose Parade's New Year Celebration presented by Honda" will feature live-to-tape musical entertainment, celebrity guests, memorable past floats, marching band performances and past Rose Bowl Game football highlights."We are beyond excited about the upcoming New Year's Day television special and the unique opportunity it gives us to not only entertain our worldwide audience in new and dynamic ways, but also honor the Rose Parade's 130-year tradition," said David Eads, executive director and CEO of the Tournament of Roses."Each year, tens of millions across America and around the world invite us into their homes to celebrate the New Year, and this year will be no different," he said. PITTSBURGH - A US Postal Service employee is on leave after bags of undelivered mail were found on the side of the street for trash pick-up outside a home near Pittsburgh, Pennsylvania, according to multiple reports.Several bags were reported to the US Postal Service Office of Inspector General Sunday and they are investigating.An agent with the USPS OIG says the bags contained a variety of mail.“USPS OIG Special Agents recovered several different classes of mail, including business mail, flats, and small amount of first class mail. We expect to perform a piece count of the mail today, and make arrangements to have the mail delivered to customers as soon as feasible,” Special Agent Scott Balfour said in a statement released Tuesday.“Once USPS OIG special agents conclude their investigation, the case will be presented for federal prosecution to the U.S. Attorney’s Office.”A post office employee is on leave without pay in connection with this investigation.This is the second time in just the last week a mail person is under investigation for allegedly not delivering mail.According to WPXI, the other incident was caught on surveillance camera, showing a postal carrier dumping mail inside a garbage can. Agents say a ballot application and political advertisements were found.Balfour noted that the Postal Service has 630,000 employees and the majority are "hard-working, trustworthy individuals" who work around the clock to deliver the country’s mail.
