BEIJING, July 31 (Xinhua) -- Chinese Vice Foreign Minister Zhang Zhijun summoned Australian Ambassador to China Geoff Raby and lodged a solemn representation to the Australian side on its allowing Rebiya Kadeer, leader of the separatist World Uygur Congress (WUC), to visit Australia.Zhang expressed China's strong dissatisfaction and firm opposition to the Australian side on its allowing the visit, a press release of the Foreign Ministry said. Zhang demanded it immediately correct its wrong doings and do not allow Kadeer to visit Australia and engage in anti-China separatist activities in the territory of Australia, the ministry said. The WUC led by Kadeer is believed to have masterminded the July 5 Xinjiang riots that left at least 197 people dead and 1,600 others injured
BEIJING, Aug. 4 (Xinhua) -- China's Supreme People's Court issued a new regulation Tuesday to encourage parties involved in conflicts to mediate for resolution. The regulation is in response to a rapid increase in lawsuits during the past two years. It clarifies transitional procedures for parties to cease actions in the people's courts and turn instead to industrial or community mediation. The move is an attempt to bring social organizations into play at an action's early stage to ease public discontent and prevent aggravation of resentment and tension. It is in accord with the new objective of a harmonious society outlined by the Communist Party of China and the government. According to the court's statistics, lawsuits for criminal, civil affairs and administrative issues submitted to courts around the country in 2007 increased by 7 percent from 2006 to 5,550,062 cases. The courts handled 6,288,831 lawsuits in 2008, 13.31 percent up from 2007. "Entering a transitional period of development, Chinese society is encountering an increasing number of new contradictions and problems it has never before experienced," said court spokesman Sun Jungong Tuesday. "Mediation bodies need to be strengthened to make a bigger contribution to the resolution of disputes," he said. The regulation means agreements achieved in arbitration or mediation by administrative bodies, mercantile organizations and industrial groups will have the same force in law as those judged by the people's courts. "The courts at all levels should guide mediation and arbitration methods in a scientific, fair and rational way as well as act as supervisors and executors of agreements," said Jiang Huiling, vice director of the SPC's judicial reform office.

BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries. The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday. It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said. Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000. Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries. The survey will focus on the personnel, spending, equipment, projects and institutions for research and development. Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment. China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S. dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.
SHANGHAI, July 30 (Xinhua) -- China would firmly stick to its moderately easy monetary policy and concrete the recovery momentum of the country's economy, said vice governor of China's central bank on Wednesday. Su Ning, Vice Governor of the People's Bank of China (PBOC) made the remarks in a meeting held in the bank's Shanghai-based headquarter, saying a proactive fiscal policy and moderately easy monetary policy were crucial for sustained growth. Despite an initial economy recovery resulted from the government's stimulus efforts in the first half, the country still faced severe difficulties and challenges from both domestic and abroad. In the second half, the PBOC would use a set of monetary policy mix to coordinate a "reasonable" credit structure based on market rules, and to ensure more loans to major infrastructure construction and technology innovation, Said Su. China's economy rebounded to grow 7.9 percent in the second quarter driven by a surge of fixed-asset investment backed by government's 4-trillion-yuan stimulus package on last September. Chinese banks lent a record 7.37 trillion yuan in the first half to shore up the economy, which sank to 6.1 percent in the first quarter.
