SAN RAMON, Calif. (AP) — Pacific Gas and Electric is promising regulators that it has learned from its mishandling of deliberate blackouts and won't disrupt as many people’s lives during the pandemic this year. The utility again expects to rely on outages to prevent its outdated grid from starting deadly fires. The contrite pledge came Thursday during a California Public Utilities Commission hearing. PG&E's chief regulator is trying to avoid a repeat of last autumn's bungled blackouts that inconvenienced and infuriated more than 2 million Northern Californians. A PG&E executive predicted this year's expected blackouts will affect far fewer customers and won't last nearly as long. 704

SAN YSIDRO, Calif. (KGTV) - Border officials highlighted their accomplishments Friday, saying the past year has hit some benchmarks."The past year has taken a tremendous toll on our agency, our agents and their families," Kathleen Scudder, Acting Chief Patrol Agent for the San Diego Sector said, referring to the thousands of migrants who traveled to the U.S.-Mexico Border in San Diego County. While a nearly 14-mile stretch of new bollard fencing was completed in August, from the beach to Otay Mountain, officials said their agents faced more attacks compared to the previous fiscal year."There were a total of 156 assaults on agents while performing their duties, agents endured 72 assaults the prior fiscal year," Scudder said. While arrests at the border have been down the last six months, drug smuggling has shifted to the water, Scudder said. Agents seized 3,273 pounds of marijuana, 1,284 pounds of cocaine, 3,918 pounds of methamphetamine, 288 pounds of heroin and 108 pounds of fentanyl "that could provide a fatal dose to 24 million people."Customs and Border Protection Agents shifted their role over the past year, providing much needed humanitarian aid for migrants from caravans. While agents faced national scrutiny for their treatment of migrants, Scudder described a show of kindness."Our agents persevered, often bringing items from their homes to care for small children and babies in their custody," she said. She described an act of heroism where an agent found two boys who were lost near Chula Vista. He found one of the boys unconscious, suffering from hypothermia. He wrapped the boy in his coat and hugged him, to provide body warmth until help arrived. The boy recovered and went home six weeks later.Scudder said she expects the downward trend in illegal border crossings to continue, thanks to the wall, agreements with agencies and Mexico, and Migrant Protection Protocol in place. Border officials said migrants in custody for more than 72 hours are often held past the mandated time due to medical or processing complications. 2067

SANTA BARBARA, Calif. (AP) — The search for the final victim of a boat fire off the Southern California coast has been suspended until early next week because of gusty winds and rough seas.Authorities said they also suspended efforts to salvage the Conception off of Santa Cruz Island because the conditions were expected to last through the weekend.Santa Barbara County Sheriff's Lt. Erik Raney says the Conception has been secured underwater, where it will remain until it is safe to resume the salvage operation.RELATED: Owners of Conception seek to head off lawsuits after 34 die in boat fire off Santa Cruz IslandInvestigators eye possible causes of Conception boat fire off Santa BarbaraThirty-four scuba divers died when the boat caught fire and sank before dawn on Monday. SAN YSIDRO, Calif. (KGTV) – U.S. Customs and Border Protection paid a staffing consultant million that has so far yielded two rank-and-file employees, a new federal watchdog report says. The Office of Inspector General says CBP signed a nearly 0 million contract with Accenture in November 2017, meant to hire 7,500 new workers across departments. But a year later, Accenture has hired two workers. “Accenture is nowhere near satisfying its 7,500-person hiring goal over the next five years,” the report says. “Further, CBP has used significant staffing and resources to help Accenture do the job for which it was contracted.”Accenture said in a statement it remains focused on fulfilling CBP’s exceptions. A CBP spokesperson says the agency takes issue with some of the reports findings, but acknowledged the contract has been a challenge. CBP says the .6 million to Accenture has gone to creating a hiring structure, an applicant care center, marketing and conducting various steps in the hiring process.“CBP is constantly working to strengthen its hiring capabilities to ensure staffing for critical frontline operations, while maintaining our high personnel standards,” the CBP said in a statement. The lack of workers is being felt along the San Ysidro border, where wait times can be upwards of two hours, and not every booth is staffed by an agent.“Anytime you have people waiting in line instead of working, instead of shopping, instead of going to restaurants, you’re losing money,” said Cindy Gompper-Graves, head of the South County Economic Development Council, who described the report as a bit troubling. 1634

SAN FRANCISCO, Calif. – Protesters dressed in salon gear took to the street outside House Speaker Nancy Pelosi’s San Francisco home Thursday. In video of the protest, some demonstrators are seen with curlers in their hair, plastic is draped over them and hair dryers hang from trees. The rally came two days after video of Pelosi getting her hair cut inside a California salon surfaced.California Governor Gavin Newsom lifted restrictions on hair salons serving customers indoors at the end of last month. However, the city of San Francisco still requires such services to only be provided outside.Pelosi says the salon told her it would be OK to come inside, because they are only accommodating one person at a time. She also claims the whole thing was a set-up, since the video was released to the media by the salon's owner, KGO reports. A photo of Pelosi on the same visit shows her wearing a mask around her neck instead of on her face. She says that's because she had just had her hair washed. 1004
