He says the economic harm the shutdown inflicted has negative health outcomes, too. Newsom's Monday comments come days after the state entered its broadest phase of reopening yet. Most counties are now cleared to allow the opening of bars, gyms, hotels, day camps, zoos and other attractions. Newsom and state health officials say the percentage of positive tests for the virus and hospitalizations are key metrics that have remained stable. SACRAMENTO, Calif. (AP) — California lawmakers are abandoning a proposal by Gov. Jerry Brown to shield electrical utilities from some financial liability for wildfires. For now.There's not enough time to settle the contentious and complex issues involved before the legislative session ends Aug. 31, Napa Democratic Sen. Bill Dodd told the San Francisco Chronicle on Saturday."It was a tough fight ... so we are pivoting," said Dodd, co-chairman of the legislative conference committee on wildfire preparedness and response.Brown's proposal would have let judges decide how much utilities pay when their equipment causes wildfires. It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

Retiring Michigan Congressman Paul Mitchell says he is leaving the Republican Party over efforts to overturn the 2020 Presidential Election.Mitchell revealed he would become an Independent in an interview with CNN. The Congressman who represents Michigan's thumb told the network he wrote to GOP leaders and notified them of his decision.He also requested that the Clerk of the House change his party affiliation. Grand Rapids area Congressman Justin Amash took similar actions in 2019, before becoming a Libertarian earlier this year. Amash did not run for reelection this year.Mitchell announced he would not run for reelection in July of 2019. SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom vetoed a bill that would have made ethnic studies a California high school graduation requirement, citing controversy over the model curriculum.Assemblyman Jose Medina, a fellow Democrat, criticized the veto of his bill late Wednesday as a failure to push back against President Donald Trump.Newsom said he supports the ethnic studies concept, but cited ongoing discussions and revisions on what should be included in the classes.The bill would have required high schools to provide ethnic studies starting in the 2025-26 school year and would have made ethnic studies a high school graduation requirement starting in the 2029-30 school year. 694
