SACRAMENTO  (KGTV) – Sexually transmitted diseases hit a record high in California in 2017, according to the California Department of Public Health.More than 300,000 cases of chlamydia, gonorrhea, and early syphilis were reported last year. The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision, and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy, and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said. (AP) — California's governor on Friday threatened a possible takeover of the troubled utility blamed for sparking deadly wildfires across the state with its outdated equipment unless it can emerge from bankruptcy ahead of next year's wildfire season with a plan focused on safety.Gov. Gavin Newsom called all sides to a meeting early next week, saying he would personally try to mediate a solution involving Pacific Gas & Electric.But if an agreement can't be reached, Newsom said, "then the state will prepare itself as backup for a scenario where we do that job for them."PG&E has come under more scrutiny in recent weeks as it cut off power to millions of people to avoid a repeat of last year's deadly fire season.The shutoffs have angered residents, businesses and local governments, who say the company has done a poor job of communicating."This is not the new normal," Newsom said. "There are things that can be done immediately and will be done immediately."It's unclear how the state could take over PG&E in the event it does not meet the June 30th deadline. But the governor's office pointed to General Motors as an example. The automaker filed for bankruptcy in 2009, and the federal government purchased a controlling stake in the company. The government later sold its shares once the company was on solid footing."That kind of a move would give the state a lot of control over the strategic direction that PG&E takes without getting it into the nitty gritty of running the day to day," said Michael Wara, director of the Climate and Energy Policy Program at the Woods Institute for the Environment at Stanford University.Local governments, including San Francisco, have offered to purchase portions of PG&E's equipment for .5 billion so it could operate parts of the power system on its own. Asked if taxpayers would buy the company, Newsom said: "We're scoping all of that.""It's not writing a check," Newsom said. "This is not plan 'A,' but it is a plan. We would be irresponsible not to scope that plan. So we're not going to sit back and hope and hope an expectation that everything else works out."Pacific Gas & Electric filed for bankruptcy earlier this year after a 2018 wildfire mostly destroyed the town of Paradise and killed 85 people. An investigation revealed the fire was started by one of the company's powerlines that was knocked down during a windstorm.The utility is facing up to billion in damages from that fire and others.Shareholders and creditors have been battling for control of the utility in bankruptcy court, offering two competing plans for the company's future.A federal judge has expressed concern the two sides are not making progress, and last week appointed a mediator to try and resolve the case.In June, Newsom signed a law setting up a billion fund that could help utility companies pay out claims for future wildfires as climate change makes them more frequent and destructive.Utility companies would have to spend at least billion on safety improvements and meet new safety standards to participate. PG&E would have to be out of bankruptcy by June 30th to use the fund.Friday, Newsom called on PG&E executives, shareholders and creditors along with wildfire victims to meet with him. Newsom said he is confident the meeting will occur.However, representatives for the largest groups of bondholders and shareholders did not respond to a request for comment.PG&E spokesman James Noonan indicated the company would participate."We welcome the governor's and the state's engagement on these vital matters and share the same goal of fairly resolving the wildfire claims and exiting the Chapter 11 process as quickly as possible," he said. 3762

SACRAMENTO, Calif. (AP) — California's DMV is trying to improve customer service by accepting credit cards, upgrading its website and offering clearer instructions on how to obtain a new federally mandated ID, but Gov. Gavin Newsom cautioned Tuesday the agency's long wait times and other troubles aren't over."This is going to take a few years. Next year will be tough," Newsom said, referencing an expected surge in people using the Department of Motor Vehicles next year to acquire new IDs that will be required for air travel.Newsom spoke as he released a report detailing efforts the DMV is making to improve services after wait times averaged two hours last summer, prompting outrage from lawmakers and customers. The state hired the high-powered firm McKinsey & Company to recommend improvements, with the funding coming out of roughly 0 million in new money the DMV got in this year's state budget.Newsom also announced he's appointed Steve Gordon as the agency's director. Gordon is a longtime employee of the private sector, working for Cisco Systems and most recently for zTransforms, a consulting company focused on business-wide process improvement. He is not registered in a political party and will make 6,000. The state Senate must approve his appointment.The DMV has been plagued by slow-downs related to the state's "motor voter" registration program and an uptick in people applying for REAL IDs, the new federal IDs that will be required for airplane travel starting in October 2020. More than 28 million Californians may seek a REAL ID.Beyond hiring McKinsey, the state has brought in a public relations firm to create a statewide awareness campaign about the new IDs and a consulting firm to think about what DMV offices should look like. The report did not say how much each is being paid.Other changes include the planned acceptance of credit cards, which will start at a Davis office in September before expanding to Fresno, Victorville and Roseville. The state hopes to eventually accept credit cards statewide. The DMV has also started launching REAL ID "pop ups" at businesses and plans to open 100 kiosks in August, where people can do routine transactions such as renewing vehicle registration without going to a customer service window.The goal, Newsom said, is to improve through small changes. "We're not going big at first — we want to go small and build on successes," he said.The department plans to hire between 1,800 and 1,900 new workers, most of them temporary, through next year. Newsom's announcement comes a day before the DMV plans to close offices statewide for half a day for a day of training for its more than 5,000 employees.Republican lawmakers were divided on the Democratic governor's actions. Republican Assemblyman Jim Patterson of Fresno faulted Newsom for "making excuses" for the DMV rather than re-imagining it and criticized him for saying wait times could be long again next summer. But GOP Sen. Pat Bates from Laguna Niguel said Newsom was taking "steps in the right direction to help fix the DMV."The report did not address problems with the state's "motor voter" registration programming, and Newsom said an audit on the program will be coming out soon. 3234
