SAN DIEGO (KGTV) -- The Border Patrol is working to upgrade the fence that sits along the U.S.-Mexico border as more and more people attempt to cut through the barrier, forcing agents to spend time making repairs.According to the agency, an average of 540 cuts are made in the fence per year. Border Patrol says some tools enable crossers to cut through the fence in as little as 20 seconds.The agency added that, since 2016, the number of arrests at the border has seen a sharp increase. In 2016, 26,000 arrests were made. SAN DIEGO (KGTV) -- The County has announced 61 sites where you can easily drop off your mail ballot ahead of the March 3 primary. According to County News Center, those who wait to drop off their ballot past Tuesday, February 25 may want to drop it off at one of the county sites before Election Day. The drop-off sites will be open during each location’s business hours from Monday, February 24 through Election Day Tuesday, March 3. “More than 1.3 million San Diego County voters have chosen the convenience of mail ballots and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites provide a great service for voters. They help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”The sites are located at 61 libraries throughout the county. Click here for a list of locations. The county warns that the sites are not for early voting, but for mail ballots only. Voters can also drop off their mail ballot or vote in person at the Registrar of Voters located at 5600 Overland Avenue. The office is open 8 a.m. through 5 p.m. Monday through Friday. On Election Day, the office will be open from 7 a.m. to 8 p.m. The office will also be open from 8 a.m. to 5 p.m. on Saturday, February 29 and Sunday, March 1. SAN DIEGO (KGTV) — The beloved founder of the popular Roberto's Taco Shop chain which began in San Diego died last week, according to the company.Dolores Robledo, 90, died on July 14, the company said in a release. Robledo opened the first Roberto's Taco Shop — and San Diego's first taco shop — with her husband, Roberto, in 1964, according to the company. Prior to that, the couple started their food career providing tortillas to stores and restaurants from their San Ysidro tortilla factory."Since then, Sra. Dolores had been sharing her love for family and authenticity through each meal served," the company said in a release. "She has left the legacy of her love and perseverance. The way she touched lives will remain ongoing. Dolores Robledo will be deeply missed. Please keep her family in your thoughts as they go through this difficult time."Robledo was the mother to 13 children and had 39 grandchildren, 50 great-grandchildren, and 5 great-great-grandchildren. In 1990, Roberto moved to Las Vegas and soon after decided to open his first taco shop in Las Vegas. With the help of her family, Roberto's expanded to 60 locations across California and Nevada.The Roberto's chain is believed to have started the variety of other eateries with the "berto's" suffix in San Diego. It's long-rumored that the famed California Burrito was created at one of these "berto's" shops, but which shop can claim that title continues to be debated.On Instagram, the company continued: "Sra. Dolores Robledo, founder of Roberto's Taco Shop, loved cooking good Mexican food for her family and friends. She and her family expressed that passion by opening their first Roberto's Taco Shop in San Diego in 1964. She will be missed but her legacy of cooking fine Mexican dishes will continue for generations to come."Visitation services for Robledo will be held at 4 p.m. on July 29 at Glen Abbey Memorial Park in Bonita. SAN DIEGO (KGTV) -- Sunday, San Diego Police will be enforcing scooter, bike and pedestrian safety at several beaches. Throughout the day, officers will be conducting the operation in unspecified areas of Pacific and Mission beaches between 9 a.m. and 5 p.m.During the enforcement period, officers will be looking for traffic violations made by drivers, bicyclists and pedestrians.RELATED: CA scraps helmet mandate for motorized scootersThe department says it will be paying special attention to drivers speeding, making illegal turns, failing to stop for signs and lights and failing to yield to pedestrians.Officers will also be watching when pedestrians cross streets illegally or fail to yield to drivers with the right of way.RELATED: Increase in child dockless scooter injuriesAccording to police, the number of pedestrian deaths is rising as more people use non-motorized transportation. SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. He said that from what he knows, there’s little new information in the audit.RELATED: Health officials reminding San Diegans about hepatitis A shotMcConnell added it appears there’s little insight into what could’ve been done before the health concern became a full-blown epidemic.“It certainly appears there were many flaws in the reaction,” McConnell said.McConnell wrote a letter Thursday to state Assemblymember Todd Gloria, outlining a “disturbing timeline,” claiming county officials knew about the outbreak last March but didn't meet until May 4, "despite three deaths and 80 documented cases.”RELATED: Hepatitis A emergency officially ends in San Diego County A state of emergency was declared in September and it was lifted in January.Gloria recently asked for a state audit on the outbreak.In the county’s defense, the report says it acted at the start of the outbreak by providing vaccinations, promoting sanitation and educating community medical providers.RELATED: Audit questioning San Diego's response to hepatitis A outbreak requestedThe report does, however, acknowledge the needs for better coordination among leadership, more training and improving the county’s immunization registry system, among other recommendations.McConnell says, “I think for the most part [the county’s saying], ‘We did a great job.
