The Commission on Presidential Debates announced that they've officially canceled the Oct. 15 debate between President Donald Trump and Democratic presidential nominee Joe Biden.In a press release, the commission stated that since both candidates made different arrangements for Oct. 15, the commission will focus on the third and final presidential debate, which is slated for Oct. 22."Subject to health security considerations, and in accordance with all required testing, masking, social distancing, and other protocols, the debate will take place at Belmont University in Nashville, Tennessee," the commission said in the press release.The move to a virtual debate was as a precaution since Trump tested positive for COVID-19 last week.Trump was airlifted to Walter Reed Medical Center last Friday and then discharged from Walter Reed on Monday.According to the Associated Press, The White House has been mum about releasing any information as to when the president last tested negative for the virus.Trump told Fox Business that he would not "waste his time" with a virtual debate.CNN reported that because of Trump backing out and Biden agreeing to do a town hall with ABC, the commission didn't see the Oct. 15 debate likely happening.NPR reported that another reason behind the cancelation was because the Trump campaign and the commission couldn't agree on safety protocols.The Oct. 22 debate will be divided into six 15-minute segments. The end of July is expected to be a busy time for courts where eviction cases are handled across the country.As the funding from the CARES Act is closing in on its end so is reprieve for renters, who have had difficulty making their monthly rent payments.“There’s a lot of fear,” said attorney Zach Neumann. “People are really concerned about where they’re going to go when that [eviction] demand is placed on their door.”According to the U.S. Census Bureau Pulse Survey, approximately 30 percent of renters have little to no confidence that they can make their next housing payment.CBS News reported during the month of May, 20 percent of renters failed to pay rent on time.“I think you have people who are behind on their rent right now, who haven’t been able to make full payment,” said Neumann. “I think the bigger source of [eviction] filings is going to be in early September when we are definitively out of the CARES Act money window.”To help renters and homeowners with mortgages in Colorado, Neumann started the COVID-19 Eviction Defense Project in late March. He said after seeing people post on Facebook that they were worried about their payments, he put up a post saying he would help them free of charge. Overnight, he says he got more than 500 direct messages asking for his services.“I think the reason that this is going to lead to so many more evictions is because it’s longer-lasting,” said Neumann. “Also, the financial hit is uniform across groups of people.”To give renters more time, the CARES Act instituted a 60-day moratorium on evictions for people living in federally financed rentals, which covers 25 percent of all rentals in the United States, according to the Urban Institute. That moratorium is set to expire on July 26.Cities across the country also put their own eviction moratoriums into place, but many of those are set to expire at the end of July as well.Nine thousand evictions cases resumed in Memphis, once its moratorium ended last month. In Virginia, 12,000 eviction cases were filed when its moratorium was lifted.“There are people in serious crisis and our neighbors are suffering,” said Tammy Morales, who serves as a city commissioner in Seattle.In May, Morales introduced legislation banning landlords from using eviction history as grounds to deny tenancy to renters for up to six months after the pandemic. The bill passed in with all but one commissioner voting yes.“There are cascading effects of this crisis, and this is one piece that we are able to do at the local level to help people,” said Morales.“It’s harder to hold onto your job. It’s harder to keep your kids in school. It’s harder to maintain a workable level of health,” said Neumann about evictions. “What you see is after an eviction folks spend months and months unsuccessfully looking for housing.” 2826

The Environmental Protection Agency confirmed Monday the content of internal EPA emails that appear to contradict EPA Administrator Scott Pruitt's claim he didn't know about or authorize big pay raises for two close aides.However, an EPA spokeswoman said there was no evidence in the emails that Pruitt knew about the pay raises.The Atlantic reported last Monday that Pruitt requested pay raises for "two of his closest aides," in March, a request the White House declined, according to a source with knowledge of the discussion. EPA then used an obscure provision to give the staffers, Sarah Greenwalt and Millan Hupp, the raises.On Wednesday, Pruitt told Fox News, "I did not know that they got the pay raises until (Tuesday)."The EPA spokeswoman confirmed to CNN an email exchange, also first reported by The Atlantic, between Greenwalt and the human resources department at the EPA. She previously worked with Pruitt in the Oklahoma attorney general's office.In one of the emails, EPA's human resources department tells Greenwalt that it processed her title change. When Greenwalt asks what her salary increase was, the department told her there was no increase in her salary. Greenwalt responded that the administrator indicated she should have one, referring to a salary increase."There's no way to prove what she said is true; a lot of people say the administrator said this or that," said the EPA spokeswoman, who reached out to CNN to explain the emails.The spokeswoman confirmed she saw the emails and confirmed the content of the emails. No specific dollar amount for the raise was mentioned in the email exchange, according to the spokeswoman."While she may claim that the administrator knows about her raise, there is no email proof that I've seen, or communications or documents from Scott Pruitt to HR or to (Greenwalt) about that particular raise," the spokeswoman said.On Monday, EPA chief of staff Ryan Jackson said in a statement to The Atlantic that he is taking responsibility for the raises and that Pruitt "had zero knowledge of the amount of the raises, nor the process by which they transpired."The EPA spokeswoman confirmed the existence of a second email from the liaison between the White House and EPA to the agency's human resources department expressing concerns from the White House about such significant raises, but noting that the administrator had indicated to move forward with it.In an effort to explain that email, the spokeswoman said despite the content of the second email, what that person really meant was "the administrator's office," not the administrator himself, decided to go ahead with the raises.Pruitt has come under increasing fire in recent weeks as reports steadily uncover extensive spending on travel and other potentially major ethical lapses, including an agreement to rent a room in Washington for only a night from a lobbyist couple whose firm lobbies the EPA.President Donald Trump said last Thursday he still had confidence in Pruitt. 3015
