BEIJING, Nov. 14 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts be made to accelerate economic restructuring to achieve sustainable development amid concerns of global uncertainties."The global economy is still facing great uncertainties and has not shaken off the deep impact of the financial crisis", Li wrote in an article Xinhua received Sunday, calling for "deep understanding" of the proposal for national development in the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the 12th Five-year Program (2011-2015) on National Economic and Social Development was issued on Oct. 27 after it was adopted at the Fifth Plenary Session of the 17th CPC Central Committee, which ended Oct. 18.The imbalance of the overall world economic recovery remains and trade protectionism is on the rise, Li wrote in the article while calling for correct understanding of both domestic and international situation.Further, Li warned of the potential damage that will be caused by some governments' excessive debt, noting that some major economies continue their expansionary monetary policies and are pumping enormous liquidity into markets to boost their economic recovery, which may spur turbulence in the global financial market and push up commodity prices.Additionally, the inflow of hot money will affect emerging economies, he said."The world economy is growing slowly and the structure of global demand is changing, which puts new pressure on China in its efforts to stabilize and expand exports and maintain a stable and relatively rapid economic growth," Li wrote.The next five years will be crucial for building a moderately prosperous society in an all-round way, he said."The transformation of the economic development mode brooks no delay, and the key for the transformation is to achieve it at an accelerated speed and with practical effects," he said.Only by transforming the development mode can problems of imbalance and unsustainability be resolved, Li said.The government will work to boost domestic demand, consumption in particular, as a long-term strategy to maintain healthy and stable economic development and transform the economic development pattern, he wrote.It is imperative to keep investment at an "appropriate growth rate" and encourage private investment to expand domestic demand, he said.Efforts should also be made to promote balanced urban-rural development and scientific innovation to upgrade industries.Li said China will also move ahead with "vigorous but steady" political reform while pushing forward economic restructuring.The government will reduce its intervention in economy and let market play the role in resource distribution, Li wrote. It is the biggest developing country on earth. After over 30 years of reform and opening-up, China has achieved remarkable success in economic and social development. China's GDP has grown by an annual average of 9.9%, and the Chinese economy is one of the largest in the world. China has steadily expanded the opening-up program. It is now the second largest trading nation in the world. China has remained the top recipient of foreign investment among developing countries for years and its outbound investment ranks the fifth in the world. Having made the historic leap from mere subsistence to overall moderate prosperity, the Chinese people are enjoying much higher living standards. Per capita income has risen eight times and more than 200 million people have been lifted out of poverty. A minimum living allowance system covering both urban and rural areas is by and large in place. And the Chinese people are leading an increasingly fulfilling cultural life.Proud as we are of these accomplishments, the Chinese people are keenly aware of the problems we face in development. China has to deal with the most complex national conditions in the world. Any big achievement in development, when divided among the 1.3 billion people, will become small. Today, 700 million Chinese are still living in the countryside, and China ranks somewhere around 100th in the world in terms of per capita GDP. Cities along China's coast have boomed. But in central and western China, some people still have no access to safe drinking water and some still live under thatched roofs. Infrastructure, medical services, cultural programs and education there remain underdeveloped. 150 million Chinese people are still living on less than one dollar a day. In China one can find both the advanced and the backward, both new problems and old ones. China still has to confront many challenges and risks on the way ahead.We have learnt one thing important as we look back at the past 30 years of development. We must keep to the path of development that fits China's reality, and we must at the same time be open and inclusive. We need to engage in exchanges and cooperation with other countries and draw on the fine achievements of human civilizations. Our world is one where no country can develop with its door closed. China cannot achieve development in isolation from the world and the world needs China for its development.Recently, China has formulated the blueprint for its economic and social development for the coming five years. The blueprint set out a clear vision to quicken the shift of economic development pattern. These measures are important in promoting development. Third, China is a solid champion of green economy. Many of the concepts and technologies that originated in developed countries, like circular economy, clean energy, low-carbon technology and sustainable development, have been more and more accepted by the Chinese business community and the general public, and have been applied in many aspects of their work and life. To turn the blueprint into reality, China will continue to deepen reform, stick to the market direction of reforms, and establish institutional arrangements that will facilitate economic transition. China's door is open to the world. BEIJING, Jan. 3 (Xinhua) -- A survey conducted by an information center affiliated to Beijing's commerce bureau revealed that retail sales jumped at more than 3,500 stores in the Chinese capital during the 3-day New Year holiday ending Monday, nearly reaching 2.5 billion yuan (about 378 million U.S. dollars), up 17.1 percent from the same period last year.The Beijing Commercial Information Consultation Center surveyed 3,568 stores in Beijing regarding their sales volumes during the past three days, finding that various holiday promotions had brought notable results, pushing up sales to over 2.49 billion yuan.The survey results also showed that consumers in Beijing were passionate about buying gold, since gold prices have kept rising during the past year. Consumers buy gold for investment purposes or to preserve their personal wealth amid the rising Consumer Price Index.Sales volumes at the Caishikou Department Store, which is famous for its gold products, surged 64.1 percent during this holiday from one year earlier.Besides gold, consumers also showed great interest in rabbit-figured toys and commodities with rabbit pictures on them, as 2011 is the year of rabbit in traditional Chinese culture.
