BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday.The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities.This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams.The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday.The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added.The floods have damaged two highways, two national routes, eight provincial routes along with several other roads.So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

TIANJIN, Oct. 8 (Xinhua) -- The capacity of China's plantation industry might decline as a result of global warming, according to a report released during a new round of UN climate talks being held in north China's Tianjin Municipality from Oct. 4 to 9.If no proper measures were taken, the capacity of China's plantation industry might decline by 5 to 10 percent by 2030, characterized by a reduction in the output of wheat, rice and corn, said the report, released by the Chinese Academy of Agricultural Sciences and several other organizations during the conference."The situation may get worse after 2050," the report warned.It said the soaring content of carbon dioxide in the atmosphere would have a "significant" impact on the output of wheat, rice and corn.Also, higher temperatures might put more farmland in China at risk from of insect damage and forest fires, the report explained.Further, some farmland might be inundated if the sea level rises as a result of global warming, it said.China has only about 7 percent of the world's arable land, while feeding more than 1.3 billion people which accounts for about 20 percent of the world' s population.

BEIJING, Sept. 17 (Xinhua) -- Chinese President Hu Jintao's speech on the 30th anniversary of the founding of the Shenzhen special economic zone (SEZ) was published in five ethnic minority languages on Friday.Shenzhen, a southern coastal city neighboring Hong Kong, marked its 30th anniversary as China's first economic reform zone on Sept. 6.At that day's celebratory rally, Hu said the central government would always support the country's special economic zones, embarking on "brave exploration" in their roles as "first movers.""The SEZs will not only continue, but should work better," Hu said.The late Chinese leader Deng Xiaoping first proposed building Shenzhen into a SEZ in the late 1970s.On Aug. 26, 1980, China's top legislature approved the establishment of the Shenzhen SEZ.The speech was published by the Ethnic Publishing House in five minority languages, including Mongolian, Tibetan, Uygur, Kazakstan and Korean.
