CORONADO, Calif. (KGTV) - Coronado city leaders will begin cracking down on the dockless bicycle trend rolling around San Diego, imposing fines and impounding bikes left on the island.City leaders have moved to declare the transportation alternative a public nuisance and will start impounding bikes left in the city. Coronado has banned bike-sharing companies from setting up shop on the island, but riders are allowed to pick them up and ride them into the city.Therein lies Coronado's problem. Much like the trend around San Diego, Coronado residents have grown concerned with bikes being left on sidewalks and in the right-of-way.Ken Hewitt is one of several local bike shop owners who fought to keep the bikes off the island. "Every bike you see going by there is a potential rental," he said. "We're a small island here.  San Diego's got a lot more real estate and a lot more spaces."So, now the city plans to tag any bikes left in the public-right-of-way, remove them, and charge the companies - to pick them up. The bikes are GPS-enabled, so the city and residents say the companies should know exactly where to find them. 1174

COVID-19 has boosted a number of essential and online businesses to the point where they need to hire hundreds of people. Now, some of these companies are getting creative with hiring during the pandemic."This is about actionality and giving everyone whatever ways that are necessary to them to be able to find work. Our teams have been trying to come up with creative ways to connect people and work," said Carl Schweihs, the president of PeopleManagement at TrueBlue, a national staffing company that helps businesses, big and small.Schweihs says their team decided to try out a drive-thru hiring event. TrueBlue is running the events through its Staff Management |SMX business."We did one of these in April in Pennsylvania, and we saw a lot of success, so we were able to hire about as many people in one day as we had done in a week in the past," said Schweihs.The company saw so much success that True Blue decided to offer the drive-thru service to other clients, as well."We saw a lot of people were interested in it. They weren’t used to necessarily video interviewing and there was a comfort factor in still being close to someone, still being able to ask questions, that just weren’t there on the video side," explained Schweihs.How it works is applicants fill out all of their information ahead of time online. Then, True Blue schedules certain times for people to drive up and interview through their car window. Schweihs says they're able to interview more candidates in less time."Another thing is, we do interviews on all of our jobs and I think it also shows, especially in warehousing and distribution jobs attendance is a big issue, so by people being able to show up to an interview at a scheduled time, it also gives comfort in us and our customers that they're going to show up and be in attendance when they actually do take the job," said Schweihs.Drive-thru hiring is gaining ground across the country. In California, the Tulare County Employment Connection is hosting its first drive-thru event to fill 40 electrical and solar installation positions."I'm a little bit old fashioned. I like the face-to-face, and I know a lot of people do. Just the safety matter of it right now during the pandemic, following safety guidelines, I think it's a very good idea to be able to drive through and make it quick, where there's not very much contact, but at the same time, you're having that face to face with employers," said Monica Andrade, a business resource specialist with Tulare County Employment Connection.Andrade says employers will also have an opportunity to have a more in-depth interview with some candidates by having the candidate pull over and conduct a socially distant interview outside in a separate area. So far, True Blue has hosted more than 20 drive-thru hiring events, with more planned across the country. 2855

Complaints about a gynecologist for students at the University of Southern California went back decades. His behavior included sexual and racial comments, accounts of improper touching during pelvic exams and saving photographs of patients' genitals.But the university didn't publicly acknowledge the history or reveal a report about the former physician's misconduct at the school's student health center until after it was contacted by the Los Angeles Times last week.On Tuesday, in advance of the newspaper's published investigation into the doctor's history, school university President C.L. Max Nikias released a letter to the USC community, apologizing and addressing the matter of Dr. George Tyndall, who resigned last summer."As the parent of two daughters who were undergraduates and graduate students at USC, I understand how vital it is for the university to do everything it can to care for the students who put their trust in us," Nikias wrote. "While we have no evidence of criminal conduct, we have no doubt that Dr. Tyndall's behavior was completely unacceptable. It was a clear violation of our Principles of Community, and a shameful betrayal of our values."Though Tyndall, 71, insisted in conversations with the Los Angeles Times that he'd "done nothing wrong," more than 20 former and current USC employees interviewed by the paper offered a different story. They included nurses and medical assistants who'd served as chaperones and been in the room while Tyndall did exams. A number of them called his behavior "creepy."They told the paper that he had young women lie on the table fully naked to look over their bodies. He commented on their "perky breasts" and complimented their "creamy," "beautiful" and "flawless" skin.He moved his fingers into and out of the students at the beginning of pelvic exams, when common practice is to insert a speculum."My, what a tight muscle you have," a chaperone remembered him saying time and time again to patients, according to the Times report. "You must be a runner."After telling students their hymens were still intact, he'd reportedly add, "Don't worry about it, your boyfriend's gonna love it."Patients, many of them Asian international students, stayed quiet, witnesses reported."Some of them had never had a gynecological exam before," one chaperone told the Times. "They are so innocent, a lot of them."The paper reported that Tyndall wanted details about a student's first sexual experience. He asked a patient whether he could keep her intrauterine device after he removed it. A box containing photographs of students' genitals, taken years earlier, was found in his office.He put away the camera after staff members complained in the 1990s and the health center's executive director at the time, Dr. Lawrence Neinstein, made him stop, a former nurse told the Times.A number of complaints filed in 2013 by chaperones prompted an investigation by the university's Office of Equity and Diversity, which monitors discrimination and sexual misconduct. The office interviewed seven employees and a patient, according to USC, the Los Angeles Times reported, before determining that there was "no violation of school policy."Files kept by Neinstein, who is now deceased but served as the center's director from 1995 to 2014, were reviewed during an investigation in 2016, the USC president said in his letter. In them were accounts in which students said Tyndall made them "uncomfortable," "gave me the skeevies" and was "unprofessional.""Several of the complaints were concerning enough that it is not clear today why the former health center director permitted Tyndall to remain in his position," Nikias said. "Rather than elevate these complaints for proper investigation," he said, Neinstein addressed the gynecologist's behavior independently.The 2016 investigation began after a "frustrated" nurse visited the campus crisis rape center to seek guidance, the Times reported. Tyndall was suspended with pay. In June 2017, with a separation agreement including severance pay, he agreed to retire.The university only filed a complaint with the Medical Board of California in March, after Tyndall wrote a letter requesting his reinstatement at USC."In hindsight, we should have made this report eight months earlier when he separated from the university," Nikias said in his letter.Carlos Villatoro, a spokesman for the medical board, could not comment on Tyndall's case, explaining that the investigation and complaint process is confidential."I can't confirm there's an investigation taking place, but I can tell you we're looking closely at this story," he said.In broad terms, though, Villatoro explained that if a complaint comes in, an expert reviewer in the same specialty is assigned to review the case, study medical records and issue an opinion. If further investigation is warranted, the complaint is passed along to an investigations team to conduct interviews with witnesses and more. If the evidence in a complaint grows, it then lands on the attorney general's desk. And if the attorney general determines it's appropriate, charging documents will be filed.Before Tyndall stopped responding to questions from the Los Angeles Times, he told the paper he planned to keep working into his 80s. He renewed his medical license in January."When I am on my deathbed," he told the paper, "I want to think there are thousands and thousands of Trojan women out there whose health I made a difference in."The phone number CNN found for Tyndall on Wednesday was disconnected, and an email seeking comment wasn't answered.USC is encouraging former students and community members to call a dedicated line with concerns and additional information about Tyndall's history at the school."We understand that any unacceptable behavior by a health professional is a profound breach of trust," Nikias said. "On behalf of the university, I sincerely apologize to any student who may have visited the student health center and did not receive the respectful care each individual deserves." 6076

  

COSTA MESA, Calif. (AP) — A judge has put on hold a U.S. plan to quarantine up to 50 people infected with a new virus from China in a Southern California city. Costa Mesa officials asked for a court to intervene Friday after learning that federal authorities planned to move patients to facility in the city as early as Sunday. They said they were not included in the planning effort and wanted to know how the local community would be protected from the possible spread of the virus that has spread globally. The judge has issued a temporary restraining order and has scheduled a hearing for Monday. 609

  

CORONADO, Calif. (KGTV) -- A video of a man yelling at a teenage employee at a Coronado Coffee Shop after being asked to wear a mask, is making its rounds on social media. This happened after some reports claim Coronado is beginning to grow a reputation of non-compliance when it comes to obeying the Public Health Order.Coronado's High Tide Bottle Shop and Kitchen was closed for two weeks after one of its employees tested positive for COVID-19. Sunday was their first day back open. Manager Lynne Papaconstantinou says the mask issue not up for debate."We have very few people that come here and don't want to wear a mask," Papaconstantinou said. "If they don't, I just ask them to leave. If they say, 'Well then, you've lost my business,' well then, we lost your business."At nearby Clayton's Coffee Shop, a Coronado mother who wished to remain anonymous noticed a man shouting at two teenage baristas Saturday morning. She recorded the altercation and posted the video on social media.The woman told ABC10News that her daughter, one of the baristas, was standing behind the counter at the time. She remembered that the man became irate after being asked to wear a mask when stepping up to the counter."It was just such a terrible demonstration of the way some people behave and bully the folks that are most vulnerable," she said. "To 17 and 18-year-old baristas that are trying to work and behave professionally."According to a recent Union-Tribune article, a local business group, Coronado Mainstreet, has been educating local businesses on the health order since May. It claims three have been flagged for continual non-compliance. It also states Coronado has a growing reputation of ignoring and not enforcing county health orders."I think it's unfortunate that this is a reputation that is developing," the employee's mother said.
