SAN DIEGO (KGTV) -- Law enforcement agencies in San Diego County have a new tool in the fight against child predators: Southern California’s first electronics-sniffing dog. Willow, a 2-year-old yellow Labrador, is trained to sniff out the chemical used to coat all kinds of electronic storage media, including microSD cards, thumb drives, hard drives, cell phones and tablets.She works in partnership with the Internet Crimes Against Children Task Force (ICAC), the San Diego Police Department and the San Diego County District Attorney’s Office.“Our whole goal with ICAC is to save kids,” said Willow’s handler Ron Burleson. “If they’ve got any homemade images, there’s a kid out there that needs to be rescued, needs to be found. So that can make all the difference in the world when we can find that hidden media.”RELATED: Dog eats marijuana, develops 'scary' symptomsK9s have a long history in law enforcement as drug, arson and bomb-sniffing dogs, but this sniffing specialty has only been around since 2012, when Connecticut State Police trained the world’s first electronic storage detection K9. The breakthrough came after Connecticut State Police chemist Dr. Jack Hubball discovered that all media with a circuit board -- like hard drives, thumb drives and SD cards -- is covered with a chemical to prevent overheating called triphenylphosphine oxide (TPPO). Once trained, dogs will sniff out the chemical for a reward. In Willow’s case, she gets three cups of food a day, and only after she sniffs out a device.“Two or three times a day, I’m hiding storage media and then we’re training, we’re working,” said Burleson. “That’s how she gets fed.”RELATED: 10news viewer helps burglary victim reunite with stolen puppyWillow spent four months training with Todd Jordan, whose first electronics detection dog, Bear, made a key discovery in the child sex crimes case against former Subway spokesman Jared Fogle.Willow has been on the job in San Diego County since November and took part in her first local search a few weeks ago at the home of a registered sex offender.“And we searched the house and she was able to find a cell phone that had been missed previously during the search,” Burleson said.Although Willow has a narrow specialty, Burleson said she’ll be busy. San Diego ICAC will have about 2,000 cases this year, he said.When she’s not working, Willow lives with Burleson. “I’ve had many requests that the next time any friends or family lose their cell phone, they want me to bring Willow over,” he said.The funding to buy Willow, who cost about ,000, came from the San Diego Police Foundation through an anonymous donor, Burleson said. 2667

SAN DIEGO (KGTV) — Just in time for the San Diego Zoo's reopening this month, a recent animal addition will be making his debut.A 2-month-old male pygmy hippopotamus, named Akobi, and his mother, Mabel, have been moved from the park's maternity habitat to the main pygmy hippo habitat in the Lost Forest area of the zoo.Akobi, born on April 9 and the first success pygmy hippo birth at the zoo in more than 30 years, stayed close to his mom once introduced to the habitat. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) — Memorial Day Weekend kicked off Friday night on the USS Midway. As a part of their Legacy Week, they had their annual benefit concert. This year, Daughtry took the stage. Kevin Beam is a big fan and made sure to buy his tickets early, “you got Memorial Day Weekend, Daughtry and beautiful San Diego”. People filled the top deck of the Midway. Ahead of the concert, the USS Midway Foundation presented three ,800 checks to different local charities. The night served as a way for people to remember and honor those who gave the ultimate sacrifice. Penny Erickson was especially grateful for the event Friday, “I’m from a military family my dad was from Pearl Harbor so it means a lot to me.” Chuck Erickson is a volunteer for the USS Midway and a veteran. Friday night, he tells 10News he’s making sure he is grateful all weekend long, “a lot of people lost their lives giving us the freedom we have today”.
