SACRAMENTO, Calif. (AP) — California is looking to tighten the rules about children under 13 using social media. The state Senate voted 31-4 on Thursday to require social media companies to first get the consent of a parent or guardian before creating an account for a child the company knows is under 13.Federal law already requires social media companies to get parental consent before collecting or selling data of children under 13. That's why most social media companies, including Facebook, already ban children under 13 from creating accounts.Democratic Sen. Henry Stern says the bill will protect children. But Democratic Sen. Scott Wiener says the bill would harm LGBT youth who live in abusive households by isolating them from others like them. The bill now heads to the state Assembly. 803
SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has signed legislation banning two dozen toxic chemicals from being used in cosmetics — making the state the first in the nation to prohibit the use of the hazardous ingredients for that purpose. The Toxic Free Cosmetics Act bans 24 chemicals starting in 2025. It was authored by Democratic Assemblymember Al Muratsuchi, who called it a landmark bill. He says the chemicals are known to cause cancer, reproductive harm and hormone disruption. The chemicals banned are known to cause cancer, reproductive harm, and hormone disruption, Muratsuchi said. All the chemicals have already been banned by the European Union, but California is the first U.S. state to prohibit the materials.Another piece of legislation signed by Newsom requires companies to disclose possibly harmful ingredients being used in personal care products. 888

Teacher Jennifer Petersen realized something was wrong when the teenagers did not log off at the end of the lesson from their home in the community 26 miles southeast of Sacramento. Petersen called police and stayed online until authorities arrived at the house. No arrests were reported by police. 585
Risky behavior behind the wheel is up during the pandemic.One-third of all roadway deaths are speed-related. Impaired driving and accidents with ejection are also up — meaning drivers and passengers aren't wearing their seatbelts."That just defies logic to me," said Pam Fischer of the Governors Highway Safety Association. "You know, when you talk to people — 'Oh yeah. everybody wears seatbelts.' But when we look at the fatalities that are happening on our roadways, we know that half of the people who die in motor vehicle crashes are not properly restrained."The Governors Highway Safety Association (GHSA) met last week. They say they have to change how they get people to slow down while on the road."We can't put officers on every road, and we have to leverage technologies and resources that are going to help us to really get folks to change their behavior," Fischer said. "There's a very strong message being sent — you need to slow down. We're going to find you. We will stop you." Impaired driving is also up, according to the National Highway Traffic Safety Administration. The GHSA and Lyft just awarded five states — California, Illinois, Maine, Oregon and Washington — nearly 0,000 in grant funds to help prevent impaired driving over the holiday season. 1281
Russia has condemned US, UK and French strikes against targets in Syria over the alleged use of chemical weapons, as the Western allies argued they were essential to deter the future use of illegal munitions. The strikes hit three sites -- one in Damascus and two in Homs -- which US President Donald Trump said were "associated with the chemical weapon capabilities of Syrian dictator Bashar al-Assad."The action followed a week of threats of retaliation for an alleged chemical weapons attack on civilians in Douma, outside Damascus, where Syrian forces have long been battling rebels. 594
