SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

(CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14. SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters.
