SAN DIEGO (KGTV) - A local family says they were fighting to get back thousands of dollars in family heirlooms. They only got answers, they say, after Team 10 stepped in. "It makes me sick. It's really emotional," said Jill Robertson of Escondido. We interviewed Jill with her son, Jon, and his girlfriend, Megan Gielczyk. Jill and Jon shared with us a few of the limited old pictures they could find of their family heirlooms. She pointed to a photo of her late father wearing a ring. It was one of the pieces of sentimental jewelry that she said her family had given to local jeweler Mark Himmel to redesign. Jon said he was planning to use one of the rings to propose to his girlfriend but he added that the proposal and engagement were put on hold because Himmel hadn't returned their jewelry. Records verify that Himmel operates Sa-Ling Jewelry Imports Incorporated in San Diego. The Robertsons said it was Aug. 12 when they gave him a down payment to redesign thousands of dollars in family jewelry. They said they had expected to have the job completed in two to three weeks, but we met with them almost two and a half months after they wrote out a down payment check."There's evasion. He's constantly evading," said Jill. Jon's girlfriend, Megan, told us Himmel hung up the phone on her. San Diego police confirm they showed up to Himmel's home, where he operates his business, to try to get answers. However, no one came to the door. Two days after Team 10 left Himmel a voicemail, the Robertsons said they got a priority mail package with some of the heirlooms, but not all of them. They said there was no explanation for the wait time or behavior. It was early last week when Team 10 started making calls and leaving voicemails for Himmel. None of Team 10's calls were returned. We made a second attempt to visit him in-person this Thursday and were successful. He told us he's sending out the remaining pair of earrings on Thursday and he will soon send a remaining gold nugget."It took two months this time because I handmade the ring," he told us.He spoke to Team 10 later over the phone. He said he was responsive to the Robertsons about his slight delays. He sent us what he said was a screenshot of a text exchange from mid-September when he notified them that the job would likely take another three weeks and they thanked him.  A representative with the California Franchise Tax Board notified Team 10 that Sa-Ling Jewelry Imports Inc. in San Diego was suspended on 07-03-2017 for unpaid liability with a current billable balance of ,336.81. The Better Business Bureau verified that the Robertsons filed a complaint. The BBB reported to Team 10 that it's the first complaint against Sa-Ling Jewelry, which has been in business for many years.  2810

SAN DIEGO (KGTV) – A growing number of San Diego companies are offering a low-cost healthcare plan for their employees. However, those employees have to go to Mexico for services. “It's cheap. It's easier,” says Alejandra Martinez. She’s one of the employees at the Hotel del Coronado who has opted for the hotel's cross-border HMO health plan called SIMNSA, which is licensed by the State of California.“[Are you] saving like 60 to 80%?” we ask. “Oh, yes,” she responds.Christina Carrillo is the president and CEO of SIMNSA. She tells 10News, “For someone who is willing and able to cross the border and receive their healthcare, it's an attractive product for them.”RELATED: Making It in San Diego: How to save money on your prescriptionsJust like any other insurance option, a San Diego employer can offer SIMNSA to its work force. The plan provides for ER and urgent care visits in the U.S., but for everything else like routine medical care and prescriptions, employees must go to Mexico. The company has a network of providers across the border. Drivers get a medical pass to avoid long border waits. The monthly savings can be significant.“From the studies that we have, a typical U.S.-based plan for a fully insured HMO product will charge over ,000.00 for a family to receive healthcare coverage. SIMNSA is about 0.00.”RELATED: Making It in San Diego: What you should know about traveling with prescription drugs, medications10News reached out to the Medical Tourism Corporation, which says the Mexican government maintains an online database of accredited hospitals and licensed doctors. SIMNSA tells 10News that its doctors belong to the National College of Physicians. SIMNSA is building a new, private hospital in Tijuana.“The facilities that we own are first class,” says Carrillo.Several San Diego hotels, casinos and restaurants are offering the option to their employees. Currently, the plan is only open to Mexican nationals. That means you must have been born in Mexico, have a parent who was born in Mexico or you are married to a Mexican national.RELATED: San Diegans saving money on plane tickets out of the Tijuana Airport amid concerns over securityAlthough the plan is not eligible to non-Mexican nationals, SIMNSA says anyone can pay out of pocket to visit their doctors and facilities in Mexico.Martinez lives in Otay Mesa during the week and Tijuana on the weekends.Carrillo adds, “A lot of [members] reside here and a lot of them reside in Tijuana, cross into the United States to work, and then cross back home to receive their healthcare.” 2582

SAN DIEGO (KGTV) – A new program vows to help buy houses for teachers who are working on making it in San Diego.“It's not huge to a lot of people, but it's more space than we've ever had,” says Amy Noble as she takes us on a tour of the new house that she and her husband, Eric, bought in South Orange County. They’re high school educators and got married years ago, but home ownership seemed impossible for them. “The rent for apartments was so much that we really didn't have a good opportunity to save,” says Amy.RELATED: Making it in San Diego: Key saving steps helped renter buy her first home“We're the only private company right now that's focusing exclusively on educators,” says Nikki Lowy with Landed.Lowy says the company has already helped about 200 educators buy homes in expensive cities like Denver, Los Angeles and Seattle. Now, the company is making its way into San Diego.“[Teachers] are so important to the safety and well being and health of our communities and yet a lot of them don't see a future in the communities,” Lowy adds.Landed reportedly gives educators half the down payment for the house. In exchange, educators share 25 percent of the investment gain or loss with Landed. Educators have 30 years to exit the partnership by selling or refinancing.RELATED: Making It In San Diego: How housing got so expensive“They'll pay back that original investment, so the original half [of] the down payment, plus or minus a portion of the appreciation,” Lowy tells us.The Nobles partnered with Landed and tell 10News that they have no regrets. “Our dream became a reality,” says Eric.Lowy says Landed hopes to eventually help other essential members of the community like nurses, firefighters and police officers. 1742

SAN DIEGO (KGTV) — A San Diego family is living in an empty home and says nearly everything they own is being held hostage by a moving company. They’re part of a growing group of people around the country who say they’re victims of a deceptive bait-and-switch operation. 10News has spoken to a representative of the moving company who denies wrongdoing.Over FaceTime, Brad and Vanessa Angle gave 10News a tour of their house in North Carolina. They recently moved there from their home in Poway. The family is sleeping on mattresses on the floor since their furniture and household items never arrived. The goal of relocating was to live a stress-free life, but the feeling of emptiness is driving them to tears.“It affects a lot it. It affects my daily life. I have to keep going, you know. I try to stand up every day for my kids. I have three kids that I have to be there for,” Vanessa said. What hurts the most is losing the memories. Her husband, Brad, says Titan Moving and Storage has the family’s irreplaceable belongings, like the photos and videos of their kids, and Vanessa’s wedding dress. On Titan Moving and Storage’s paperwork to the Angle family, it shows the company’s address is in Chantilly, Va.The Angles say the company had originally given them a binding estimate of ,300 with ,205 down. Yet after movers loaded everything up during the family’s moving day in July, the Angles say the movers claimed that the family had more items than what they were originally quoted for. The movers doubled the estimate. The Angles say the movers demanded a partial payment.“I think it was ,700-something dollars that we had to write a check for,” says Brad. He says his family was assured that any issues could be worked out with a company associate come Monday.Monday came and went. “[An associate] answered the phone on my first call and then immediately hung up and then wouldn't answer after that,” says Brad of his attempt to resolve the dispute with the company. The Angles stopped payment on the check and the situation went from bad to worse. The Federal Motor Carrier Safety Administration, or FMCSA, is the government agency that oversees interstate moving trucks. The agency reports that the carrier has never been authorized to move household goods. The FMCSA is currently investigating the carrier. This year alone, the FMCSA reports there have been 98 complaints filed against the carrier. Complaints have come in from customers like Chris Baumann in Florida. He says the company pulled a bait-and-switch operation on him.“If I didn't have a headset on, you'd hear this house echoing. It's empty,” he said over video chat about not receiving his belongings from the moving company. He and others say they had checked reviews before hiring the company. Titan Moving and Storage only has one star on Yelp, but there are other companies listed on Yelp with similar names and better reviews, causing confusion for customers. The Angles recently got what they call "hostage” photos from the carrier. They were sent pictures of their items that are being held at an undisclosed storage facility in California. The company tells us it won’t release anything until receiving a storage payment from the family.“They're trying to charge us over a thousand dollars a month for storage which is insane,” says Brad.Titan Moving and Storage’s website has been down for several days. A manager with the company told us they're not taking new customers. He declined a taped interview but acknowledged that the company does not have a license to move household goods. He claimed it was due to a “filing issue” and said the company works with licensed third-party movers. The FMCSA tells 10News that the company is still not authorized to use third-party movers for household goods. The manager also told us that the company tried to resolve the matter with the Angles last month by offering them a reduced moving fee.The Angles call that a lie.“I see it as a crime. They don't have a license,” adds Vanessa.According to the FMCSA, the FMCSA does not have the authority to resolve claims against a moving company. State law enforcement, transportation and consumer affairs agencies are responsible for pursuing suspected incidents of moving fraud and regulating the operations of intrastate moves.According to the California Department of Consumer Affairs, moving companies that operate within California are required to be licensed by the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI), part of the Department of Consumer Affairs. The BEARHFTI became the new licensing and regulatory home for household movers on July 1, 2018. The BEARHFTI is aware of the consumer complaints against Titan Moving and Storage but cannot comment specifically during the open investigation.A spokesperson tells 10News that the company is not licensed with the BEARHFTI.A sergeant with the San Diego County Sheriff’s Department tells 10News that its detectives are looking into the matter. 5031

SAN DIEGO (KGTV) - A Point Loma grandmother put up Christmas lights to spread cheer during California's stay-home order. It started when Johnene Smith saw Italians singing in solidarity amid a lock down due to the Coronavirus pandemic. She then heard about people putting up Christmas lights to brighten neighbors spirits and something clicked."I'm like I can do that! I don't have to leave my house and people can walk by and see the heart and [spread] just a little joy," Smith said.So she put up a glowing heart in her living room window. "I went and found a piece of cardboard, made a heart and poked little holes and put the lights in it, so they could see my heart is out there for everyone." Smith hoped it would bring some much needed joy during the stay-at-home order which is keeping her from her seven grandchildren. "The youngest is going to be a year old in two weeks and we're not going to be able to go to her birthday party," She said sadly. She took this time to focus instead on what she can control, which is her happiness. Particularly, that means reminiscing about Christmastime, "it was really the last time we had joy before everything started was at Christmastime so why not bring back a little joy in a time where we can't control it."Her display went up Friday sparking her neighbors to light up their own homes.Neighbor Jojo Peters was thrilled at the idea. "When Johnene says let's do lights, I said okay! And I went and dug them out as fast as I could and threw them up!"Both want to spread love and calm.'I just want them to see the hope that's there, and that we're all there for each other,' she said.Smith hopes more San Diegans join in spreading cheer in this time of uncertainty. 1721
