(KGTV) — Oceanside city officials are asking for developers to submit their bids to create an "iconic" downtown sign for the city, similar to areas of the county like the Gaslamp District, North Park, and Escondido.The city's request for proposals calls for a sign that will act as a new landmark and "the heart of the Sunset Market" at the intersection of Tremont Street and Pier View Way.The sign must be an "over-the-road" style sign that spans the intersection and aims to, "create a 'place' that locals and visitors are invited to enjoy for decades to come," the city says.Candidates can submit an initial design by January 13, 2021. The top five candidates will be granted ,000 and four weeks to flesh out their designs, budget, and other aspects. The city's Property and Business Improvement District will then choose the best three to go before a public vote. OKLAHOMA CITY (AP) — Two former Oklahoma jail employees and their supervisor face misdemeanor charges after investigators found they played the children's song "Baby Shark" on repeat to punish inmates. Authorities say at least four inmates were forced to stand for hours with their hands cuffed behind them while the song played on a loop at a loud volume. Oklahoma County District Attorney David Prater says he would have filed a felony if that had been an option. Sheriff P.D. Taylor tells The Oklahoman that the two employees resigned during an internal investigation and the supervisor retired. 606

NOVI, Michigan — A Michigan teenager is being held on million bond after he allegedly made a threat on social app Snapchat to shoot up South Lyon High School.Ryan Robert Debruyne, from Green Oak Township, was arraigned on a charge of making a false report or threat of terrorism.WHMI reports Debryne turns 18 years old today, Feb. 21, 2018.His booking photo on the Oakland County Jail's website shows him being booked in jail on Tuesday and held on million bond.According to police, Debruyne sent a Snapchat to another student, asking if he wanted to join him in shooting up the school similar to the one in Florida last week.The school tells us the student informed local authorities of the threat, and police were able to take him into custody.WHMI reports that a probable cause conference is scheduled for Wednesday, Feb. 28. 864

(KGTV) - Whale watchers enjoyed a rare encounter off the Southern California coast Monday: four orcas teaming up to prey on dolphins. “It’s very, very rare,” said Oceanside Whale Watching manager Carla Mitroff. The company had a boat full of whale watchers off San Clemente when the orcas appeared. Boat Captain Shane and staff biologist Lauren Turley captured the moment. “They were thrilled beyond thrilled,” Mitroff said of the passengers. “It’s the holy grail of whale watching.” The Eastern Tropical Pacific orcas pass through Southern California after a stop in Mexico, Mitroff said. The whale watching team hasn’t seen orcas in more than a year. Monday, the orca pod preyed on two baby dolphins as the mother tried to fight the killer whales. It's not unusual for orcas to eat larger mammals.“The diet of orcas depends to some extent on what is available where they live,” according to the National Oceanographic and Atmospheric Administration. One ecotype of orcas in the Pacific Northwest eats fish, while other ecotypes eat marine mammals and squid. Killer whales are “considered a top predator, eating near the top of the food chain.” 1171
