(KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. ESCONDIDO, Calif. (KGTV) -- An Escondido-based avocado grower is voluntarily recalling avocados sold in bulk due to possible Listeria monocytogenes contamination. Henry Avocado Corporation issued the recall Saturday due to positive test results on environmental samples taken during routine inspection of its packaging facility. So far, there are no reports of illness. The recalled products were packaged at Henry Avocado’s packaging facility and distributed to Arizona, California, Florida, New Hampshire, North Carolina and Wisconsin. Customers can identify the recalled fruit by the “Bravocado” stickers. Henry Avocado organic products do not carry the “Bravocado” label on the sticker. Instead those products are labeled “organic” and include “California” on the sticker.All shipments from the facility are subject to the recall. According to the company, avocados imported from Mexico and distributed by Henry Avocado are not part of the recall. The company said in a news release that it’s contacting all affected customers to make sure the products are removed from shelves. Anyone who purchased the recalled product are urged to discard or return the items for a full refund. (KGTV) — In a display of solidarity with protesters, Escondido officers were seen taking a knee with protesters during a demonstration against police violence on Monday.Photos showed the officers alongside protesters demonstrating against racism, police brutality, and calling for justice for George Floyd, a black man who died in police custody in Minneapolis.Long-time resident Vanessa Reyes attended the demonstration which happened outside of Escondido Police Department headquarters. She captured the profound moment in a series of photos she later shared with 10News.“It was very emotional, it was very eye opening for me.”The mother of four said she wanted to document the protests for her children, ages 7- to 22-years-old. Not knowing what to expect, she decided to keep her children home while she snapped images of the demonstration.“I went out there to support the black community and take pictures because I really want to have pictures for my kids to show them this is going to be history, this is real, this is what’s going on.”Reyes described the demonstration as peaceful and emotional, though some times rowdy.“The younger kids, maybe like the 20-25 year old’s, they were very, very involved and wanted to be heard, and the chief of police was willing to let them be heard," said Reyes. “Everybody just wanted to be heard and there was so much emotion and the Escondido Police sat there and listened.”At one point during the protest, Reyes said the crowd, comprised of people of various races, moved towards the police skirmish line. “When we first got there all the officers were across the street, then all of a sudden the protesters moved towards the officers," said Reyes.The tense situation was de-escalated when demonstrators struck a conversation with an officer.“A group of protesters got together and asked the officers if they wanted to take a knee and have a moment of silence for George Floyd and they didn’t hesitate.”Reyes began taking photos to capture one of San Diego's most powerful moments of these demonstrations that saw a weekend marred by violence and riots across the county.The officers, dressed only in their regular uniforms, joined the crowd.“That moment was extremely emotional. You could tell that they [officers] were very genuine and you could tell they really want to make peace and everything better for us.”Unlike some of the chaotic confrontations witnessed in other parts of the country, Reyes said demonstrators and police officers were respectful of each other, and that the police chief was actively encouraging the crowd to share their voice.“Officers tried to ask everybody what could they do.”The scene was similar to a display caught on Sunday in downtown San Diego, where protesters exchanged fist bumps and handshakes with officers. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378
