ATLANTA (AP) — Georgia’s governor, who has opposed local mask mandates and even sued over one in Atlanta, has signed a new executive order that allows local governments to enact mask requirements to help fight the coronavirus pandemic.As with previous orders, the one issued by Gov. Brian Kemp on Saturday says residents and visitors of the state are “strongly encouraged” to wear face coverings when they are outside of their homes, except when eating, drinking or exercising outside.But unlike previous orders, this one allows local governments in counties that have reached a “threshold requirement” to require the wearing of masks on government-owned property.A county meets that threshold if it has had 100 or more confirmed cases of COVID-19 per 100,000 people over the past two weeks. Very few of the state’s counties are below that threshold.The order says mask mandates can’t lead to fines, fees or penalties against private businesses or organizations. For individuals, the order says penalties cannot include a fine more than or prison time.The order also extends shelter-in-place requirements for people who are considered to be at a higher risk of severe illness from the coronavirus.It also bans gatherings larger than 50 people if individuals are closer than 6 feet apart. 1299

Authorities in Costa Rica say that a body has been found on the Airbnb property where missing Florida woman, 36-year-old Carla Stefaniak, was staying.Costa Rica's Judicial Investigation Agency (OIJ) tells WFTS that the body was buried in a mountainous area located in the back of the property, less than 200 feet away from where Stefaniak had been staying. OIJ agents had been searching the area with specialized dogs. At this time, authorities have not been able to confirm that the body is Stefaniak.In Spanish, Walter Espinoza, the director general of the OIJ said, “the body was in a state of decomposition but the preliminary observation does verify the body is a woman.”In a press conference on Monday, Espinoza said that biological fluids consistent with blood were discovered inside the Airbnb property. The blood has been sent to labs for testing.The body cannot be positively identified by officials until an autopsy is performed.Stefaniak hasn't been seen or heard from since Tuesday, November 27. She traveled to Costa Rica with her sister-in-law, April Burton, on November 22 to celebrate her birthday. Burton flew back on November 27. Stefaniak had plans to return to the United States on November 28, bound for Florida, but never arrived for her flight. She checked into her Airbnb, located at Calle Hoja Blanca in San Antonio de Escazú, for one night on November 27. According to Burton, the last thing they knew about Stefaniak was that she was inside that Airbnb on the night of November 27. The last time Burton spoke to Stefaniak, she told her that it was raining crazy and the power went out. She continued with, "it's pretty sketchy here," according to Burton.The final photograph Stefaniak sent family members was from inside the Airbnb. Family members shared the image with WFTS, seen below.</p><p>"The guards (at the apartment complex that housed the Airbnb) told us that she left at 5 in the morning with all of her bags and got into an Uber. She wouldn’t do that, her flight was at 1:30 p.m. She’s never been early for anything in her life she wouldn’t leave to go to the airport at 5:30 a.m.," Burton said.The Airbnb listing for "Villa Buena Vista" has since been removed from Airbnb's website.WFTS spoke to Airbnb officials, who say they have reached out to Carla's family as well as the FBI, OIJ and the local embassy.Stefaniak's brother flew down to Costa Rica on Friday to search for his sister. As our country works to rebound, companies are managing the pressure of keeping workplaces safe.Employers are taking precautions ahead of Thanksgiving with concerns about the coronavirus spreading over the holiday.Companies are doing everything from issuing memos, reminding workers about the public health guidance on gatherings and travel, to asking workers to sign pledges they'll keep gatherings small.But there are limits to how much say your boss has on what you're doing outside of work.“They are allowed to inquire about what their travel plans might be, what their off-duty conduct might be and they can ask employees to disclose that information,” said Christine Lamb, an employment attorney with Fortis Law Partners.Lamb says many states prevent employers from discriminating against workers who are doing things outside of work that are lawful.But if you aren't following policies your work put in place for COVID-19, they can ask you to go through some type of coaching or counseling.Lamb advises companies against checking in on their workers on social media.“You might have an employee who is at a gathering of 50 people and they're not posting anything on social media. The employer might not know what's going on and another employee that posts a photograph of them with 10 people on social media, there's just a risk of that unequal application of the rules,” said Lamb.She says one thing employers should be thinking about now is what does next week look like for the company post-Thanksgiving. That includes having a plan for people to work from home if that's possible.One drug maker told the Wall Street Journal that it's offering workers a paid 2-week quarantine if they need it after the holiday, where they'll be expected to work from home. 1773

AURORA, Colo. — Amid renewed calls for justice, Colorado Gov. Jared Polis announced Wednesday that he is looking into what his office can do to respond to the death of Elijah McClain, a 23-year-old Black man who died following an interaction with Aurora police last August.“I am hearing from many Coloradans who have expressed concerns with the investigation of Elijah McClain’s death. As a result, I have instructed my legal council [sic] to examine what the state can do and we are assessing next steps,” Polis said in a tweet Wednesday afternoon.Over the past couple of weeks, interest in the case has grown both locally and nationally. People from Colorado State Rep. Leslie Herod to U.S. Sen. Elizabeth Warren, Ellen Degeneres and Martin Luther King Jr.’s daughter, Bernice King, have made calls for justice in the case and a renewed investigation into what happened that night and if officers should face punishment. The call came after the letter from the Public Safety, Court, and Civil Service Policy Committee. A release from the city said that the committee will bring the proposal forward to the full council at the July 6 meeting."We need to bring closure to this tragic incident by making sure every aspect of it is thoroughly investigated," Coffman said in a statement."Trust is already eroded—delaying action will only cause further strain in our community," said Allison Hiltz, the chair of the Public Safety, Court, and Civil Service Policy Committee.The independent investigation has been fraught with controversy since many council members felt the original outside probe, led by a Connecticut-based attorney with ties to law enforcement, was not independent enough. That contract was terminated June 10 and Mayor Mike Coffman said in a tweet that “another individual will be selected by the Mayor and the City Council.”Calls for an independent and external review in McClain’s August 2019 death have been ongoing since it happened, and the officers involved in his death did not face criminal charges and were found not to have violated department policies. The city has since changed department policies directly in the wake of McClain's death after calls for further investigation.McClain suffered a heart attack on the way to a hospital after the Aug. 24 incident, which happened in the 1900 block of Billings Street. Officers had responded to a call about a suspicious man wearing a ski mask and waving his arms. When they arrived, they contacted McClain, who they claimed resisted when the officers tried to detain him, police said.A struggle ensued, and a responding officer requested that a paramedic give McClain a dose of ketamine "due to the level of physical force applied while restraining the subject and his agitated mental state," officials said.But in the department's review of the incident earlier this year, the board found that the officers "had a lawful reason to contact Mr. McClain."The board also found that the force applied by officers — which included a carotid control hold — during the incident was "within policy and consistent with training."The carotid hold has since been banned by the department.The Adams County Coroner conducted the autopsy on McClain and ruled that the manner of his death was "undetermined," saying it could not determine whether his death was an accident, due to natural causes or a homicide.District Attorney Dave Young said Wednesday his office received more than 1,700 voicemails on Tuesday alone about the McClain case.He says he has to make a decision based on evidence and that a jury would find compelling beyond a reasonable doubt.“Understand that my role is limited to determine whether or not a criminal violation occurred. I am not indicating that the actions of the police department were appropriate. That's the role of the Aurora Police Department,” Young said.KMGH confirmed Wednesday the officers involved are all still currently employed by the Aurora Police Department.Young says the attacks have gotten personal and are overwhelming his office from doing their job of serving victims of crime.He encourages those sending emails to read his decision. As the University of Washington’s Institute for Health Metrics and Evaluation projected a resurgence of coronavirus-related deaths at the start of the fall, Treasury Sec. Steven Mnuchin said a second shutdown of the US economy is not on the table.In an interview with CNBC on Thursday, Mnuchin said, “We can’t shut down the economy again. I think we’ve learned that if you shut down the economy, you’re going to create more damage.”In the last three months, more than 113,000 Americans have died from the virus despite massive mitigation efforts. Efforts to mitigate the spread of the virus caused millions of US workers to file for unemployment.The coronavirus has remained deadly as state economies have return to operation. Johns Hopkins University says that the coronavirus has killed an average of 1,000 Americans per day over the last month, which is down from a peak of 2,000 to 2,500 per day during the month of April.It also appears that Mnuchin’s words did little to quell economic anxieties on Wall Street on Thursday, with the Dow Jones Industrial Average tumbling 1,800 points. The market had seen a steady rebound after a sudden drop in the market in March.Even with a functioning economy, Wall Street’s response to growing concerns of a coronavirus resurgence shows that further economic growth could be slowed. The US economy officially entered a recession in February as CDC leaders predicted that the US would experience community spread of the virus. There is no sign the US is poised to exit out of a recession.“There are other areas and we’ve talked about (a shutdown): medical problems and everything else that get put on hold,” Mnuchin said. “I think it was very prudent what the president did, but I think we’ve learned a lot.”Chairman of the Federal Reserve Jerome Powell told reporters on Wednesday that getting the economy back to where it was before the coronavirus began to spread could take time.“My assumption is there will be a significant chunk, well into the millions -- I don't want to give you a number because it's going to be a guess -- but well, well into the millions of people who don't get to go back to their old job and in fact there may not be a job in the industry for them for some time, there will eventually be but it could be some years before we get back to those people finding jobs,” Powell said. "When people lose a job, they can find a job in their own industry, that's the fastest way and no other people in the industry, different kinds of jobs, that's usually the fastest.“If you have to go and start over again it's much harder and that's where you lose people who fall out of the labor force and is very tough on their lives, we all know people.”Unemployment reached its highest level since the Great Depression in April. Even with the possibility of sustained high unemployment numbers, the Cares Act is set to end a 0 bonus to unemployment checks at the end of next month.Whether supplemental funds for unemployment checks will continue beyond next month is still up in the air as Congress considers a next round of stimulus funds. 3104
